SUMMARY:

Bering Straits Native Corporation in Anchorage, AK is seeking a qualified Sr. Vice President & Chief Financial Officer. The Chief Financial Officer is appointed by the President, in consultation with the Executive Team. As a key member of the Executive Team, the CFO will report to the President and will have primary day-to-day responsibility for planning, implementing, managing, controlling and reporting all financial-related activities of the company.

The CFO must work closely and effectively with the Board of Directors, the Audit and Finance Committee, and many different levels of executives, stakeholders, and the community. He or she must manage a number of critical external relationships including bankers, creditors, co-investors, external financial and government auditors, government agencies, insurance, and other service providers. He or she must exhibit well-developed leadership and problem-solving skills by successfully working with a broad range of stakeholders outside of the CFO's direct line of reporting, including subsidiary personnel, clients, regulatory authorities, and employees of other departments.

The CFO is an integral part of a company's financial future through participation in developing and implementing strategy; development and measurement of quantifiable strategic goals; and advocating for and supporting growth and innovation. The CFO must be able to identify and constructively communicate the strengths and weakness of the company and its subsidiaries and how the company can capitalize on this information.

Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES:

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

Communicating the company's present financial condition. Treasury management of the company's cash, and short term and long-term investments (cash), taking into consideration risk, liquidity and future cash needs. Oversee the capital structure of the company, recommending the best mix of debt, equity and internal financing. Provide strategic and technical financial advice to the President, the Executive Team, and to the Board. Recruit, train, develop, and mentor the finance/accounting staff. Using strong strategic and operational thinking abilities, the CFO must continuously assess the potential economic, systemic and execution risks of each of the company's activities, identify areas of insufficient profitability and recommend course corrections and alternatives. Direct the activities concerned with internal controls, and accounting for assets and securities. Develop and analyze portfolio and investment strategies and management of relationships with lenders, investment bankers and other deal flow sources. Will also manage/participate in various deal and due diligence processes including recommendation of business investments, divestitures and partnering opportunities. Establishes a funding practice that enables planned growth directions; develop financing and capitalization strategies. Serves as co-trustee and oversees administration and financial reporting of the organization's subsidiaries 401(k) Retirement Plans. Responsible for all aspects of planning, budgeting and forecasting including:

Producing effective financial and management reports and timely, decision-oriented and insightful analysis.

Overseeing and directing the preparation of the annual budget and the long-range forecast.

Maximizing the preservation of the company's assets with effective tax planning and strategy.

Responsible for the proper reporting of a number of very complex accounting issues in each of the following critical areas:

Compliance with GAAP and FASB reporting requirements.

Government contracting - compliance with FAR, CAS, DCAA, and other government accounting requirements, such as Service Contract Act and Davis Bacon Act.

Construction accounting using the percent complete method.

Accounting for royalty interests.

Accounting for 7(i) receipts, expenditures, and payments.

Accounting for Deferred Taxes.

Reporting and valuation of intangible assets.

Reporting depletion expenses for both financial and tax purposes.

Oversees the production of monthly reports including reconciliations and retirement plan requirements, as well as financial statements and cash flow projections for use by Executive management, the Audit/Finance Committee and Board of Directors.

Oversees and coordinates internal, external, regulatory, IRS, and government audits and proper filing of tax returns.

Oversee and manage the complex IRS audit process, including compliance and assessment of risk of positions taken on the return.

Develop and maintain a cost allocation structure that complies with FAR and CAS requirements while ensuring competitiveness in the various markets in which the Company does business.

Accounting and Finance:

Oversees the accounting department to ensure proper maintenance of all accounting systems and functions, including maintenance of appropriate internal controls and financial procedures at both the parent and subsidiary level.

Ensures timeliness, accuracy, and usefulness of financial and management reporting; oversee the preparation and communication of monthly, quarterly and annual financial statements.

Enhance and/or develop, implement, and enforce policies and procedures of the organization by way of systems that will improve the overall operations and effectiveness of the company.

Ensure legal and regulatory compliance regarding all financial functions.

Participate in the management of the enterprise insurance programs, including Workers Comp, employee health, property, and liability plans to provide best balance of retention, claim avoidance, claim management and insurance.

Analyze all significant risks to determine the value versus the exposure before making the decision to accept (buy insurance), transfer or eliminate decision.

Oversight of multiple capital and building lease or buy decisions.

Assist in insurance placement decisions, including to self-insure where appropriate.

Participate in the enterprise's disaster recovery planning process.

Strategy:

Assesses organizational performance against both the annual budget and the long term strategic plan.

Establishes and administers portfolio management policy that achieves the company's strategic goals.

Provides financial analysis and forecasting to help the board develop its long-range financial strategy.

Provides appropriate measurements to track progress against the strategic plan goals.

Establishes funding practice that enables planned growth directions; develops financing and capitalization strategies.

Establishes the company's financial strategies in anticipation of taxable status.

Establishes major economic objectives and policies that comply with the company's long-term strategic plans.

MANDATORY JOB REQUIREMENTS AND QUALIFICATIONS:

To perform the job successfully, an incumbent should meet or exceed the following requirements:

Bachelor's degree in Business Administration (BBA),

CPA or CMA

A minimum of ten (10) years' experience ideally gained through increasingly responsible management positions within finance.

Significant experience in government contracting, including allocation strategy, compliance with FAR, CAS, DCAA, and other government accounting requirements, such as Service Contract Act and Davis Bacon Act.

Significant experience in or knowledge of various complex accounting issues, including revenue recognition using the percent complete method, accounting for intangible assets, Section 7(i) accounting, royalty accounting, deferred tax assets, compliance and reporting.

Must be able to obtain and maintain Government Top Secret Clearance

PREFERED QUALIFICATIONS:

Masters Degree in Business Management, Administration, or Finance.

Mergers and acquisitions experience.

Knowledge, understanding and sensitivity to the Inupiat and Yup'ik culture.
