Job Summary Alaska Overview
ConocoPhillips is Alaska’s largest crude oil producer and largest owner of exploration leases, with approximately 1.6 million net undeveloped acres at year-end 2021. The company produced an average of 197 thousand barrels of oil equivalent per day in 2021. ConocoPhillips has major ownership interests in two of North America’s largest oil fields, both located on Alaska’s North Slope—Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates the Alpine Field located on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.

ConocoPhillips Alaska is hiring for the position of North Slope (NS) DOT Compliance Specialist.
This is a North Slope based position working a multi-week on / off schedule, and the successful candidate must work seamlessly with an alternate who shares the role.
If you are selected as the NS DOT Compliance Specialist, you will work as a part of the DOT Pipelines and Flow Measurement team in assuring that the DOT regulated pipeline facilities are operated and maintained within regulatory and Company requirements.
Responsibilities will include developing, maintaining, and coordinating the implementation of pipeline programs and procedures required by the Department of Transportation (DOT) (primarily Title 49-Transportation) and the Alaska State Pipeline Coordinator Services (SPCS). Job Description

The primary focus is the maintenance and implementation of ConocoPhillips Alaska (CPA) programs and procedures to ensure compliance with regulatory requirements and ConocoPhillips policies, procedures, and standards (prominent programs listed below):
Integrity Management Program
Operator Qualification and other Training Programs
Operating and Maintenance Procedures
Annual and quarterly State and DOT reporting
Additional responsibilities include:
Obtain intimate knowledge of CPA pipeline assets and operating and maintenance procedures
Act as a pipeline technical resource for other operations, maintenance, construction, engineering, and regulatory personnel
Develop and implement new programs and procedures as required.
Facilitate knowledge sharing (internal and external) and implement operational changes due to advisory bulletins and regulation as applicable to pipeline operations
Manage and leverage data to prepare reports for internal and external compliance assurance.
Facilitate information exchange regarding regulatory, industry, and CPA trends that relate to program objectives and content
Lead/facilitate external and internal audits, assessments, inspections, or communications involving CPA Pipelines team, DOT, and State personnel
Initiate and lead resolution of regulatory, technical, and operating issues
Review and/or coordinate approvals for third party requests to work within pipeline rights-of-way
Coordinate engineering and/or 3rd party resources as required
Lead and provide project pipeline technical expertise and support for the design and implementation of projects. Report on project progress and facilitate flow of information to multi-functional stakeholders (operations, maintenance, engineering, 3rd party connectors, etc.)
Reviews and assists with Management of Change (MOC), Pre-Startup Safety Reviews (PSSRs), and Process Hazard Analysis (PHA)
Apply safety and environmental standards and actively ensure compliance by all personnel
Actively participate in safety processes and emergency response drills and events
Basic/Required:
Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
Bachelor’s degree or higher in engineering, safety, science-related discipline, or foreign equivalent, or API 570, 653, or 1169 certification.
Current/valid driver's license
5+ years of direct experience developing or implementing compliance programs (pipeline, safety, environmental, regulatory)
Advanced proficiency with Microsoft O365 applications: Excel, Outlook, PowerPoint, SharePoint, Teams, and Word
Willing and able (with or without reasonable accommodation) to work in a remote work location on a 2 weeks on/2 weeks off work schedule.
Willing and able (with or without reasonable accommodation) to travel up to 10% of the time
Preferred:
5+ years experience in the oil and gas industry
1+ years experience with Federal or State regulations or regulators
1+ years experience managing compliance programs for petroleum pipelines and natural gas/other pipelines along with DOT 195 & 192 and OQ program administrative experience
1+ years experience participating in or leading internal audits of pipeline and facilities for regulatory compliance
Advanced oral and written communication skills
Advanced organization and interpersonal skills
Basic proficiency navigating and revising Spotfire or other analytics tools
Self-motivated and self-disciplined with the ability to work with a team or independently across organizational boundaries
Ability to read and understand mechanical and electrical drawings and technical specifications
Detail-oriented with commitment to accuracy and continuous improvement
Ability to prioritize and execute multiple assignments in a changing environment within negotiated schedules
