The Department of Housing and Community Affairs (DHCA) works to preserve and increase the supply of affordable housing, maintain existing housing in a safe and sanitary condition, preserve the safety and quality of residential and commercial areas, ensure fair and equitable relations between landlords and tenants, and support the success of Common Ownership Communities (COC) - all with a focus on reducing racial inequities and climate change impacts.

About the Position

This position provides program expertise and analytical work for the Licensing and Registration unit of the Department of Housing and Community Affairs (DHCA), particularly in the areas of rental housing licensing, Class 3 accessory apartments, common ownership communities registration, multifamily properties, short-term rentals, billing, and administration.

Duties include, but are not limited to:

  • Process rental housing licensing and registration billing, payments, miscellaneous fees, and refunds;
  • Administer and manage financial transactions to comply with all Montgomery County Financial Policies;
  • Conduct analysis and development of productivity procedures to support and improve the rental licensing and COC registration processes and procedures, including tracking, trending, and outreach strategies for accessory apartment, multifamily, single-family, condominium, and short-term housing rentals;
  • Conduct outreach in the community to identify and follow up on unlicensed rental housing properties to comply with Montgomery County Code requirements;
  • Act as a liaison between DHCA's Licensing and Code Enforcement units, the Division of Zoning and Code Compliance in the Department of Permitting Services, the Office of the County Attorney, and other government agencies to ensure compliance with all housing code laws;
  • Maintain individual records and post short-term rental license applications, inspections, approval or denial letters, and reports on the DHCA website;
  • Review, analyze, process, and approve other rental license applications as assigned;
  • Track and compile registration of common owner communities;
  • Ensure compliance with Montgomery County Code Chapter 29 for rental housing licensing requirements;
  • Issue notices of violation and civil citations to those unlicensed rental housing properties as required; and
  • Track, analyze, and report on all rental housing issues and concerns and work independently or collaboratively with other licensing team members to resolve complaints or problems.


This position requires the ability to attend meetings or perform work at locations outside the office and/or after hours as necessary.

This position may be underfilled as a Program Specialist I (Grade 18) or Public Administration Associate (GR16).

Salary Ranges:

Program Specialist II - $63,642 (Minimum) - 101,175 (Maximum)

Program Specialist I -$56,220 (Minimum) - $88,686 (Maximum)

Public Administrative Associate - $51,951 (Minimum) - $ 81,315 (Maximum)

Minimum Qualifications

Experience:

Program Specialist II: Two (2) years of professional experience in a program related to housing, licensing/registration, financial management, or related fields.

Program Specialist I: One (1) years of professional experience in a program related to housing, licensing/registration, financial management, or related fields.

Public Administrative Associate: None

Education:

Program Specialist II: Graduation from an accredited college or university with a Bachelor's Degree.

Program Specialist I: Graduation from an accredited college or university with a Bachelor's Degree.

Public Administrative Associate: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency : An equivalent combination of education and experience may be substituted .

Preferred Criteria

All applicants will be reviewed by OHR for minimum qualifications.Those applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered for interview.

Preference for interviews will be given to applicants with experience and education as follows:
  1. Experience in a licensing application program and compliance process.
  2. Experience in applying County, State, and Federal regulations to a licensing process, ideally relating to Rental Housing Licensing, Common Ownership Community Registration, and Landlord-Tenant Relations, including but not limited to rental properties, lead poisoning compliance, ownership criteria, and civil penalties.
  3. Experience using automated systems (i.e., Internet, Microsoft Excel, Access, etc.) and tools to enter data, access records, analyze, and run queries and reports on information and data.
  4. Experience using Oracle systems, or equivalent, to run financial reports and enter data, billing information, payments, and refunds.
  5. Experience in preparing statistics and performance measures and goals and conducting analysis of rental housing, accessory apartments, common ownership community, and the short-term rental housing functions and program implementation .
