Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is an administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region. Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region. KCRHA works with a wide range of stakeholders, focusing on continuous improvement across the system, centering on lived experience, meeting the needs of people experiencing homelessness, and making the most effective use of public funds. Our mission is to significantly decrease homelessness throughout King County, using equity and social justice principles. We are currently seeking skilled leaders at all levels.

Team Overview

The KCRHA’s Compliance Team (The Team) sits within the Finance Division. The Team works in close partnership with the Contracts and Accounting Teams, and the Programs Division to administer grant funds for the provision of homelessness services, which includes strategy development, procurement, contract implementation, and compliance monitoring. The Team has direct lines of interaction with all offices across the agency. The Team also works closely with the Executive Office to ensure: (a) partner agency compliance with funding regulations and program requirements (b), risk mitigation and overall KCRHA compliance with applicable laws and regulations for public agencies administering grant funds, and alignment with the overarching strategy and goals of the KCRHA.

Role Description

As part of the Compliance Team, the Compliance Specialist 2 (Specialist 2) works closely with the Compliance Manager and Compliance Specialist 1 to ensure timely invoice processing and with Compliance Coordinators to support subrecipient comprehensive monitoring. The Specialist 2 will become a subject matter expert on grant regulations such as OMB 2 CFR Part 200, COC, ESG, CDBG, ARPA/CLFR, and other local, state, and federal requirements. They will work closely with the Contracts, Accounting, and Programs Team, as well as other Compliance Team members and community partners, to ensure accurate payments to vendors and support ongoing agency monitoring to ensure grant compliance with funder requirements and all applicable laws and regulations. This role focuses on accounts payable, general accounting principles, contract compliance, subrecipient monitoring and reporting for performance-based contracts. Additionally, Specialist 2 may lead special administrative projects assigned by the Compliance Manager. This role reports directly to the Compliance Manager and has no direct reports. Their accountability extends to the CEO and those experiencing homelessness, adhering to established processes.

Accountabilities

Accounts Payable Review and monitor monthly invoices and ensure amounts charged comply with contract provisions, cost allowability for fund source(s), cost code allocations, and other applicable laws, rules, and regulations, then approve the release of funds to reimburse the contractor. Ensure contractors submit the required monthly, quarterly, and annual reports with invoices and review reports to ensure accuracy and compliance as specified in the contract. Maintain contractor files, record the history of delays in invoice submissions and required reports, and monitor corrections and payment tracking. Research, track, and resolve invoicing and documentation problems or discrepancies. Draft correspondence, and other written materials related to invoicing and invoice compliance. Perform other related duties of a comparable level as assigned.

Subrecipient Monitoring Support annual comprehensive sub-recipient monitoring activities, including participation in due diligence and invoice-supporting documentation reviews as requested, site visits, audits, and other monitoring Develop and prepare internal/external comprehensive monitoring reports and other information related to subrecipient monitoring and receipt of monitoring documentation. Maintain team practices and norms related to risk management and recommend actions to resolve issues/concerns. Monitoring agency contract budgets to ensure compliance with regulatory and funder requirements, including, but not limited to, cost allowability and line item allocations. Assist with the compliance oversight process, agency budget development, and compliance training for agencies.

Stakeholder Engagement Engage relevant stakeholder groups to drive continuous improvement and design efforts for projects as assigned to inform systems design, resource building, and resource sharing. Attend assigned contractor open office hours, training sessions, and other relevant meetings with contracted agencies to provide technical assistance and support. Actively build relationships with innovators across the sector to support driving creative innovation and change within workstreams of oversight.

Minimum Requirements

Fluency in equity and racial justice concepts and language, understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks. Familiarity with bookkeeping, accounts payable, invoice review, and general accounting procedures. Strong attention to detail. Strong quantitative data analysis skills. Strong oral and written communication skills. Proficiency with data entry, filing, and record-keeping tasks. Intermediate to Advanced proficiency with Microsoft Office software (such as Word and Excel); familiarity with Accounting and Grants Management software (such as Oracle NetSuite) is a plus. Demonstrated experience contributing to financial reports, spreadsheets, and statements. Demonstrated experience working independently and in a team environment. Willingness to learn and comply with KCRHA policies, procedures, and requirements related to invoicing and administration of contracts, grants, leases, or similar agreements, GAAP, GASB, and FASB accounting rules, regulations, and best practices and other applicable laws, rules, regulations. Ability to learn 2 CFR Part 200, general ledger, and contractor payroll management and maintenance.

Additional Requirements

Proficiency in various computer software programs, especially those in the Microsoft Office series (Word, Excel, PowerPoint, Access, Outlook, Project, etc.). Ability to travel up to 10%, in-state and out-of-state. Ability to work onsite as needed. Must be able to read complex information using a computer for long periods. Must communicate using a cell phone and other communications technology. Must have the ability to work in and across several communication platforms, including social networks and cloud-based systems.
