Executive Director Under the direction of the Authority, is the chief executive officer of the Authority, responsible for all operation and supervision of the Authority and its personnel and is responsible to the Board of the Willingboro Municipal Utilities Authority for the performance of said duties as chief executive officer. It is also the responsibility of the Executive Director to carry out the executive orders, policies and directions of the Municipal Utilities Authority Law, the Authority Bond Resolution, Rules and Regulations, and other Federal, State, County, and Municipal regulations. EXAMPLES OF WORK: Act as Liaison Officer between the Authority and the public on a daily basis and between the Authority and the contracting Townships or Authorities who use or may ultimately use the services of the Authority. Supervise administrative activities using the services of the Solicitor, Auditor, and Consulting Engineer where appropriate to achieve total performance. Through the Operations Manager, supervises the Departments and their coordination. Represents the Authority at various official functions/meeting where laws, regulations, policies, priorities, and other high level matters are to be considered. Promulgator of written policies formulated by the Authority and shall be responsible for their interpretation. Responsibility of receiving all customer complaints and for their prompt reply and remediation. Prepares budgets and reviews expenditures in coordination with the Treasurer. Responsible for the provision of adequate insurance. Maintenance and safekeeping of personnel, payroll, purchasing records Certifying officer for State and Federal Documents such as Pensions and Taxes Responsible for keeping proper records and transactions together with other books and papers of the Authority which could be subject to inspection by Auditors, Federal or State Agencies or the Trustee for the Bondholders. Determining the scheduling of service charges or rate increases, and shall advise the Authority of such needed changes. Assigned related administrative duties as determined by the Authority. Perform other related tasks as assigned. REQUIREMENTS: EDUCATION: Graduation from an accredited college or university with a Master’s Degree. NOTE: Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis with thirty (30) semester hours credit being equal to one (1) year of experience. EXPERIENCE: Seven (7) years of managerial experience in public administration. LICENSE: Appointees will be required to possess a driver’s license only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. KNOWLEDGE AND ABILITIES: Ability to utilize various types of computerized and/or manual information systems used by the Authority. Familiarity with Microsoft Word, Excel and Publisher Ability to read, write, speak, understand, and communicate in English sufficiently to perform such duties of the position.
