Job Description

The CCO is responsible for the supervision and management/administration of program services for children and adults served by Wayne Center. The CCO plans, implements and coordinates all clinical services within the Agency in accordance with established goals, policies, procedures and consistent with Community Mental Health standards and applicable local, state, and federal laws and regulations. Works in concert with other executive and administrative staff, internal departments, external stakeholders and funding entities to assure that appropriate and necessary services are provided in a quality, timely manner and produce satisfactory outcomes. Assures that work is performed in a manner that promotes person centered planning, self-determination, professional standards and Wayne Center's code of ethics

Assumes leadership role and overall responsibility for the development and management of clinical teams. Responsible for the provision of quality services and supports, as may be needed/requested. Provides leadership and direction to department staff, reinforcing organizational goals and setting the tone and expectations for person centered service delivery.

Assures quality standards through the monitoring of clinical service provision and assumes responsibility for developing and revising a clinical services manual based on program reviews and operational changes.

Oversight and monitoring responsibility for Intake/Referral and Placement activity. Assures that such activities are performed consistent with Detroit Wayne Mental Health Authority contract guidelines and requirements and Wayne Center policies/procedures. Develops and monitors system to assure quality and timeliness expectations are met.

Coordinates the development and implementation of departmental polices and procedures. Approaches responsibilities within framework of continuous quality improvement. Establishes departmental objectives consistent with overall organizational goals.

Qualifications

Master's Degree from an accredited college or university in Psychology, Education, Nursing, Social Work or other field related to mental health and mental retardation services.

Current certification and/or licensure to practice in appropriate professional discipline in the State of Michigan. Foster Home Certification training and Foster Home Investigation Training. Certified Social Worker (CSW) certification with the State of Michigan, preferred.

Eight years of experience in one of the fields named above, five years of which shall have been in administrative or supervisory capacity.

Knowledge of mental health systems, principles of community mental health, case management/supports coordination programs, and mental health services requirements for individuals with intellectual and developmental disabilities.

Demonstration of strong management and verbal and written communication skills.

Experience working with interdisciplinary teams.

Additional Information

Directs the workflow and assignments necessary to execute departmental and agency objectives with respect to programs/services. Meets with Teams Directors and Placement Review Committee on a regular basis. Prepares, distributes and maintains meeting minutes and other relevant written reports/documentation to verify key issues discussed and decisions reached.

Participates in the selection, hiring and retention processes for department staff and assures ongoing training and skill development activity. Has responsibility for the direct supervision of team directors and one intake coordinator. Monitor job performance and complete performance evaluations in accordance with agency policy.

Assesses staffing needs in conjunction with the CFO/COO and President/CEO. Makes recommendations to supervisor, and upon approval, reassigns staff duties to meet changing conditions.

Ensures that department staff complies with professional standards, Wayne Center policies and procedures and requirement/expectations of monitoring agencies and funding sources.

Makes recommendations for decisions in unusual or precedent-setting situations; resolves problems and crises that may occur, identifies and proposes solutions to address gaps in service delivery and assists in the development of systems to address unmet needs. Keeps supervisor abreast of problems/issues/concerns, particularly those that have potential for involvement by external agencies (e.g., DWMHA, Michigan Protection and Advocacy, Department of Consumer and Industry Services) if not adequately resolved.

Assumes direct responsibility for monitoring of external regulation requirements, mandates, and legislation, and the internal information dissemination and implementation of such regulations in appropriate area as assigned by the supervisor.

Acts as liaison with the Detroit Wayne Mental Health Authority with respect to specialized residential programs, HAB waiver, state hospital services, level of care authorizations for covered services, and other key program/service components on behalf of Wayne Center consumers.
