Finance Manager

Democracy International (DI) is seeking to hire a Finance Manager for the anticipated five-year Justice and Accountability Activity in Ethiopia. The activity aims to strengthen transitional justice process and mechanism and the rule of law in Ethiopia by engaging public institutions, legal service providers, civil society and other stakeholders at the federal and regional levels. The objectives of this activity are to:
  • Improve public participation and legal empowerment in transitional justice processes and mechanisms;
  • Strengthen the effectiveness of transitional justice and related mechanism to address atrocities and human rights violations;
  • Enhance quality and accessibility of legal services; and
  • Strengthen independence, professionalism, and efficiency in the administration of justice.
This will be a full-time position based in Addis Ababa, Ethiopia, and will be contingent on award and funding and this position is only open to Ethiopia citizens. The anticipated award start date is estimated to be in Fall 2024.

The Finance Manager will be responsible for overall management of finances for the Justice and Accountability activity, oversee financial aspect of sub-grant tracking and subcontracting when applicable, ensure forward planning and preparation for USAID reporting and adherence with USAID's financial requirements and timelines, and timely submission of reports including sub-grantee reports.

Essential Job Duties:

The position's responsibilitieswill include:
  • Manage all internal financial processes and maintain financial records, including tracking, reviewing, and processing revenue received and coding expenditures;
  • Continually evaluate and develop internal policies related to financial management;
  • Manage information and submissions related to organizational insurance policies;
  • Manage and audit information related to federal, state and local tax filings and business registrations;
  • Serve as the administrative contact and liaison with outsourced vendors;
  • Administer contracting process with all vendors to ensure execution of contracts and timely payment of invoices;
  • Serve as administrative contact and liaison with the organization's human resource-related matters;
  • Serve as security point of contact, in coordination with security firm and DI headquarters;
  • Oversee associate professional development and other employee-driven culture aspect;
  • Act as a change agent in building community and culture at the organization by facilitating process implementation, reinforcing the organization's mission and values, and enhancing day-to-day work morale and productivity;
  • Manage all aspects of office infrastructure and operations including office space leases and maintenance, supplies and materials, and technology; and,
  • Supervise staff.
Qualifications:
  • Advanced-level University degree in financial management, accounting, business administration, or a closely related field. Professional accounting qualifications such as CA, CPA, ACCA, or other equivalent qualifications preferred, or 3 additional years of professional experience in the field;
  • Minimum 7 years of financial management experience in a corporate, audit firm or an NGO environment, of which 5 years at a higher management level with financial management responsibilities;
  • Minimum of 5 years of experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment;
  • Have a strategic mindset with the ability to lead, inspire and achieve results in a challenging context, demonstrated managerial, supervisory, and leadership skills, expert knowledge, skills, and experience in principles and practices of international accounting and financial management;
  • Strong ability to analyze financial data including large financial data extracts, summarize results, produce reports, and recommend appropriate actions;
  • Thorough knowledge of financial policies, procedures, and regulations of host country as well as good understanding of major donor compliance regulations;
  • Strong skills in the area of Office packages in Excel, Word, and PowerPoint; and
  • Ability to communicate effectively in English, both verbally and in writing.
  • This position is open to Ethiopian citizens.
Reporting:
  • This position reports to the Chief of Party.
  • Direct reports may include DI Ethiopia Team.
