GENERAL DESCRIPTION

Performs advanced (senior-level) managerial work administering the daily operations and activities of an agency's business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Oversees the performance of the contractually required crisis service array and activities the Mobile Crisis Outreach Team (MCOT), Rural County Crisis Response (RCCR), and Crisis Residential programs.
  • Provides clinical and administrative supervision to the staff assigned to the above programs to include Qualified Mental Health Professionals, Licensed professionals, support/clerical staff.
  • Oversees staff of the rural county crisis response program that act as a liaison with agencies and internal programs to explain the programs and agency statutory requirements.
  • Provides consultation to Center staff in highly specialized clinical matters related to Risk Assessments, Mental Health and the Justice Involved programs/clients.
  • Develops and maintains effective relationships with community members, Courts, Law Enforcement Agencies and Community agencies.
  • Ensures 24 hours a day, 7 days a week, and 365 days coverage of crisis services programs.
  • Conducts monthly staff meetings for case coordination and communicating program policies and procedures.
  • Oversees/prepares the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
  • Assures program productivity is maintained by monitoring program data and provides all metric documentation to the BH Operations manager monthly.
  • Assesses program and service quality by conducting chart audits, analyzing consumer satisfaction surveys, informal and formal feedback and external reviews and implementing process improvement actions as required.
  • Participates in regional and state initiatives and committees.
  • Directs Department's Crisis Response/CISD/HNT teams by serving as the Suicide Prevention Coordinator and leads the Zero Suicide committee initiatives at CCS and reports progress to the Executive Director or delegated authority.
  • Provides direct supervision and coaching to assigned staff monthly & as needed to ensure quality services.
  • Plans and writes a variety of reports, correspondence, needs assessments, and other documents for such audiences as Court, Law Enforcement Officials, and citizens.
  • Oversees the intake process for individuals coming into crisis services and/or completed crisis services and will remain in outpatient care at Central Counties Services.
  • Conducts psychiatric hospital discharge follow-up services to include evaluation of diagnosis.
  • Other duties as assigned.
  • Must stay compliant with all required training.
  • If assigned supervisory responsibilities, supervisor shall apply the principles, techniques and procedures of Positive Coaching in order to increase collaboration and build job skills, meeting with employees on a scheduled basis, depending on the position at least monthly or quarterly to provide formal coaching.
  • Demonstrate high ethical standards, trustworthiness, and personal integrity. Regular attendance, dependability, and promptness are required for the 8-5 work day or agreed upon hours 100% of the time, to ensure consistency and completeness of program's processes.
  • Professional Development - Successfully complete training required to maintain skill competency and cross training to ensure consistency across program procedures. Complete continuing education as required by professional standards and the Center.
  • Frequent daily driving within the catchment area is required.
GENERAL QUALIFICATIONS

Experience and Education
  • Current First Aid and CPR, including AED, current driver's license and bi-annual DMV review, maintain professional license, and all required annual training requirements.
  • Graduation from an accredited Masters Level or Doctoral program with a degree in the mental health field
  • Clinical licensure as an LPC, LCSW, or LP, LMFT Senior level experience providing mental health and/or substance abuse services including diagnostic evaluations, outpatient treatment, crisis intervention, and case management to adults or children in a community setting.
  • Must be licensed in the state of Texas.
  • Minimum of three years program management experience in a similar setting or advanced senior level clinical duties and advanced post graduate education/training in mental health and the law preferred.
Preferred Requirements
  • Clinical and administrative experience working with individuals with a mental illness and/or co-occurring substance abuse disorder in a hospital or emergency setting; bilingual (English/Spanish).
Knowledge, Skills, and Abilities
  • Central Counties Services incorporates principles of trauma-informed care, which includes cultural sensitivity, in all areas of service delivery. All job descriptions include the responsibility to learn about and implement trauma-informed practices within the scope of work for the position.
  • The Supervisor of MCOT and Intake must be licensed in Texas as a clinical social worker, clinical psychologist, or licensed professional counselor.
  • Must have extensive knowledge of clinical supervision of other professional or paraprofessional staff, knowledge of the system of care in Central Counties.
  • Must have an advanced knowledge of current treatment interventions for individuals who have a mental illness and/or co-occurring substance abuse disorder, psychopharmacology, and crisis intervention.
  • Must have specialized knowledge of mental health and the law and risk assessment.
  • Knowledge of local, state and federal laws related to the program area; public administration and management techniques; of statistical analysis processes; of budget processes; of research techniques; of training and marketing techniques; and of program management processes and techniques.

  • Ability to communicate effectively, both verbally and in writing.

Additional Requirements
  • Must have and maintain a valid drivers' license with an acceptable driving record.
  • Regular attendance and reliability is critical to business operations.
