The Sr. Director of Finance and Administrative Services

plans, organizes, and directs the financial and administrative activities of the agency; work is performed under the general supervision of the Executive Director. Supervision is exercised over all division personnel.

ESSENTIAL FUNCTIONS:

Provides guidance and leadership to assure operations in Accounting, Reimbursement, and Procurement adhere to all laws, regulations, and policies.

Provides leadership and support for staff to assure the Agency Financial Software and reporting meets agency goals, funding, and regulatory requirements.

Serves as the primary resource on all matters relating to accounting, reimbursement, and procurement on the Executive Director’s Senior Management team.

Coordinates all activities related to the development of the Agency Budget and Budget revisions.

Reviews all financial and performance reports, observes trends, maximizes resources through financial planning.

Oversees and participates in the preparation and revision of the agency’s performance contract with DBHDS along with the contractual agreements with the Area on Aging.

Reviews and approves accounting, reimbursement, and procurement purchases.

Provides reports and leadership to the Board's Administrative Services Committee.

Works with outside auditors and reviewers.

Performs related tasks as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Comprehensive knowledge of the principles and practices of accounting and budgeting as applied to public agencies.

Comprehensive knowledge of the principles underlying general laws and administrative policies governing public agency practices and procedures.

Thorough knowledge of audit practices.

Ability to plan, organize and direct the work of subordinate employees.

Ability to prepare complex financial reports.

Ability to analyze and evaluate complex financial systems.

Ability to communicate ideas effectively both orally and in writing.

Proficient in technology use and communications for sharing data and information.

Ability to establish and maintain effective working relationships with associates, Board members and the general public.

EDUCATION AND EXPERIENCE:

Master’s degree in business administration or related field, or equivalent; at least 6 years of progressively responsible experience in finance and administrative services are required.

SPECIAL REQUIREMENTS:

Valid Virginia driver's license: attends training and maintains certifications as required by the Agency and regulatory guidelines from licensing entities.
