A vacancy exists in the Department of Aging, for a Director.

**Examples of Duties**:
Executive level position which reports to the Deputy County Administrative Officer. Responsible for providing strong leadership and direction for the Department of Aging which serves as the Area Agency on Aging. Incumbent plans, coordinates, provides leadership and guidance in critical areas of service provision to older adults, including budgeting, resource development and allocation, policy formation, technology evaluation, development, implementation, and administration of federally and state mandated programs and services as well as innovative local projects including a network of 20 senior centers. Serves as Public Guardian of Person for adults age 65+ as assigned by Circuit Court.
**Examples of Essential Duties**

- Directs and manages the day-to-day operations of the Finance and Technology, Communications and Guardianship units.
- Represents the Department of Aging at government, civic and professional meetings, conferences and seminars.
- Responsible for overseeing the work of the Commission on Aging.
- Provides strategic leadership and guidance at the executive level in critical areas of budget, legislation, federal and state grants and compliance, and contracts.
- Assures adequate funding sources and partnerships to enhance departmental operations.
- Promotes interests of older adults across government agencies, strategic plans, legislation and budgets as well as with the community at large.
- Directs policy formulation and administration and the establishment and implementation of departmental procedures and controls.
- Coordinates with the County Executive’s Offices of Communications, Community Engagement, Government Affairs, Government Reform & Strategic Initiatives, and the Chief Data and Performance Officer on the Administration’s priorities including data governance, open data and data analytics.
- Maintains an excellent working knowledge of service needs and service provision trends as well as federal mandates and data collection requirements.
- Understands the business needs of staff and departments and balance fulfillment of those needs with considerations of broader County objectives and limited resources.
- Assures the prioritization of needs and resources to serve the most vulnerable populations as outlined in the Older American’s Act.
- Develop a capital plan for current and future senior centers.

Graduation from an accredited college or university with a bachelor’s degree in human services or closely related field.
PLUS
Eight years’ of experience directly related to the duties and responsibilities specified.
Additional education in a human services or related field beyond a bachelor’s degree may be substituted on a year-for
- year basis up to a maximum of two years for the required non-supervisory experience.
- Five years of supervisory responsibilities as disciplining, evaluating the performance and recommending the hiring, firing, and promoting of subordinate employees.
- Five years of Grants management and budget development.
**Knowledge, Skills, and Abilities**
- Knowledge of the needs and interests of older adults across the continuum of care.
- Skills defining, implementing, interpreting and enforcing Federal, State, County and Departmental policies, procedures, rules and regulations.
- Knowledge of grant and budget preparation and controls.
- Knowledge of the Older American’s Act
- Skill in effective communication, both written and oral, with officials, service providers, stakeholders and the community at large.
- Ability to work effectively with diverse populations including vulnerable adults.
