MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
- Master’s degree or higher in special education, reading education, elementary or secondary education, psychology, school psychology, school counseling, guidance and counseling, communications disorders, or speech pathology; AND New York State permanent or professional certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; speech and hearing handicapped; as a school psychologist; or New York State licensure as a speech/language pathologist; AND four years of professional experience in special education service delivery, administration of special education programs for ages 3-21, evaluation for special education eligibility, teaching children with disabilities, or designing and/or developing special education programs.
PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Education of Children with Disabilities.
COMPETITIVE MINIMUM QUALIFICATIONS:

- Provide technical assistance and respond to inquiries to resolve concerns from parents, constituency groups, school districts and other State agencies;
- Collaborate with other State agencies and network partners to improve outcomes for students with disabilities;
- Conduct on-site program monitoring reviews;

This position leads to a maximum salary of $121,360 based on annual performance advances.
