The **Industrial Investigations Supervisor** plans and supervises the activities of industrial investigators and the operations/compliance functions of WSSC Water’s Industrial Discharge Control (Pre-treatment) program.**Essential Functions**
- Supervises employees including selecting or recommending selection, training, assigning, and evaluating work, counseling, disciplining, and termination or recommending termination
- Oversees and coordinates training of Industrial Investigators
- Plans, assigns, and supervises the activities related to the investigation, monitoring, permitting, reporting, and compliance and enforcement functions of the Program
- Researches and compiles complex reports; coordinates and participates in complex projects
- Provides liaison and coordination for activities of Industrial Discharge Control Program with laboratory and data management personnel
- Contacts representatives of industrial and commercial organizations, federal and state agencies, and various Commission offices to discuss discharge issues, make recommendations for solutions, and describe various aspects of the pollution control program
- Administers waste hauler permitting program
- Prepares routine correspondence and special correspondence for Section Manager and Division Manager
- Reviews reports, enforcement activities, and correspondence prepared by Industrial Investigators
- Develops procedures for Industrial Discharge Control Program
- Reviews and refers enforcement matters to the General Counsel’s Office, when necessary
- Reviews and interprets federal, state, and local wastewater regulations
- Drives a vehicle to conduct WSSC Water business

**Other Functions**
- Oversees and maintains integrity of data contained in the Industrial Discharge Control Program database
- Conducts investigations and monitoring of industrial waste materials discharged into the Commission’s sewage system to locate possible violations and ensure compliance with pollution control standards and regulations
- Administers annual billing of industrial customers
- Orders and manages the equipment and supplies necessary for the section to carry out its day-to-day activities
- Compiles and evaluates field and laboratory data to prepare technical records and reports
- May attend court hearings as a representative of the Commission
- Generates reports from various sources and program database
- Serves in the capacity of the Industrial Discharge Control Program Section Manager during Section Manager absences
- Performs related duties as required

**Work Environment And Physical Demands**
- Primarily office work environment with some field site visits**Required Knowledge, Skills, And Abilities**
- Thorough knowledge of the principles and practices of industrial waste control, industrial wastewater treatment processes, and enforcement activities
- Good knowledge of laws, regulations, policies, and procedures governing or related to pretreatment, hazardous, or toxic waste, and industrial waste sampling
- Ability to plan and supervise the work of direct reports
- Ability to enforce the WSSC Plumbing and Fuel Gas Code, pollution control laws, rules, and regulations with firmness and impartiality
- Ability to perform research and prepare reports
- Ability to deal effectively with government officials, industrial and commercial representatives, consultants, Commission employees, and the general public
- Effective verbal and written communication skills

**Minimum Education, Experience Requirements**
- Bachelor’s degree in Biology, Chemistry, Environmental Science, or a related scientific discipline
- 4+ years of industrial investigator (pretreatment) / environmental regulatory compliance experience / plumbing inspections experience

OR
- High School diploma or equivalent
- 8+ years of industrial investigator (pretreatment) / environmental regulatory compliance experience / plumbing inspections experience

The Supervisor, Industrial Investigations plans and supervises the activity of the Industrial Investigators and the operations/compliance functions of the WSSC Water Industrial Discharge Control Program.
