**Duties and Responsibilities**:
**Essential Job Functions**: Ensures that the appropriate records are maintained on all real property involved in the City's Affordable Housing Construction Programs and Housing Rehabilitation Programs. Works effectively with Building Code Inspectors, Surveyors, Engineers, Contractors, non-profit Housing Development Organizations and representatives of the U.S. Department of Housing and Urban Development to continuously improve the City's housing programs. Reviews and updates the program requirements and construction specifications for the City's Housing Rehabilitation Program; prepares necessary documents; processes and monitors all contract payments. Organizes and participates in community meetings. Speaks to groups and provides data on activity. Prepares reports as assigned by supervisor; updates income limits in the One Roof Program; may be required to interview and advise applicants on the availability and benefits of rehabilitation assistance grants and/or DPA loans. Enters all applicant data and updates into the HUD IDIS system and One Roof Program. Prepares environmental reviews; participates in site clearance, infrastructure improvements, inspection and compliance.

Minor Repair Program: Responsible for managing the Minor Rehab Program that is subcontracted to Habitat for Humanity. Ensures that each client assisted is income qualifies to participate in the program; creates and maintains files for each applicant in the program(s); certifies that each property has been environmentally cleared before federal funds are expended on the project(s); reviews cost estimates for property repairs and progress of the project(s). Complies and gathers all information needed in completing the Annual CAPER report; assists in the preparation of the Annual Action Plan which includes attending all public hearings, all CDAC Board meetings, taking minutes and documenting the results of any/all votes of decisions made in the meetings.

**Working Conditions**:
Normal office environment; must be available to work from 8:00 a.m. - 5:00 p.m. Monday through Friday; must be available to work overtime when necessary. Requires frequent public contact; must be available to travel on a continual basis for various required training.

**Minimum Essential Qualifications**:
**Knowledge**: Some knowledge of building construction; some knowledge of residential real estate development; knowledge of bids and contracts; knowledge of federal housing and grant programs; knowledge of minimum housing requirements.

**Physical Requirements**: Constantly sees; frequently files, sits, walks, drives a vehicle, types, writes, uses a calculator and personal computers; infrequently climbs, kneels and lifts objects weighing 25 lbs.

**Education/Experience**: Requires graduation from high school supplemented by college courses/seminars in Business Administration with minimum three (3) years in administrative work or office management; minimum two (2) years’ experience in inspection, construction, housing development preferred.
