**LOCATION OF POSITION**:

**Main Purpose of Job**:
The Agency Procurement Officer Specialist Supervisor primary responsibilities include supervision of lower-level procurement specialists and to assist the Director of Contracts & Procurement in managing and directing all departmental contracts, procurement activities and contract management functions.

**POSITION DUTIES**:
Duties of the Agency Procurement Officer Specialist Supervisor include: the solicitation, evaluation, negotiation, award and all related aspects of the procurement process for large, complex, multi-year contracts and small procurements for the agency; monitoring all procurement-exempt contract awards, providing training advice and guidance and assistance to agency personnel on procurement methods in accordance with the Code of Maryland Regulations (COMAR); preparing appropriate documentation for contracts that require Board of Public Works approval; developing and implementing procurement training for staff; coordinating activities to procure services, commodities and international contracts.
- The selected employee will possess strong written and oral communications skills, strong organizational skills, the ability to prioritize and handle multiple concurrent tasks and be proficient with Microsoft Office Suite.

**MINIMUM QUALIFICATIONS**:
**Experience**: Eight (8) years of experience, four (4) years of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures and an additional four (4) years of professional public sector procurement, or private sector contracting experience, which included activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professionals certification or procurement business operations.

**Notes**:
**SELECTIVE QUALIFICATIONS**:

- 1. One (1) year experience working with the state Financial Management Information System (FMIS).
- 2. One (1) year experience working with and knowledge of COMAR Title XXI and State of Maryland procurement policies, laws, rules and regulations.

**DESIRED OR PREFERRED QUALIFICATIONS**:
1. Experience with ADPICS

2. Experience with eMaryland Marketplace Advantage (eMMA)

3. Certification as a Maryland Procurement Officer (CMPO)

**LICENSES, REGISTRATIONS AND CERTIFICATIONS**:
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification who have not already done so must obtain certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.
