The major duties include but are not limited to:
Budget Administration and Contract Management
- Formulates, executes, and manages the budgetary plan and operations of all PLMS core responsibilities;
- Develops the need for and maintains an awareness of available resources;
- Creates and maintains records on personnel salaries for budgetary purposes;
- Serves as a certified Contracting Officer's Representative (COR) for contract development and management of quality monitoring;
- Gathers and analyzes budget needs of the medical center and supervises all phases of budgeting within administrative requirements;
- Plans a system of internal control which assures the fiscal management of the medical center will be maintained on a sound basis;
- Assembles and compiles budget information and maintains a running account of funds allocated and expended in all sub accounts;
Management Review and Planning
- Represents the Laboratory Director or Lab Manager at various meetings;
- Assists in problems involving the day-to-day administrative functioning as it relates to the medical center;
- Recognizes the need of new policies and brings such policies to the attention of P&LMS management related to budget and fiscal management; supply, service, and equipment procurement; personnel and workforce utilization; contract negotiation; construction and renovation; and space utilization;
- Coordinates, prepares, and submits required quantitative and statistical reports;
- Assembles, analyzes, and prioritizes equipment needs for PLMS;
- Participates in the analysis and interpretation of workload and other data used in resource planning;
- Designs and implements continuing education to meet needs of staff and students;
Program Administration
- Sets priorities and establishes schedules; outlines performance plans; recommends promotions and awards; identifies training needs; keeps employees informed; provides counsel; and recommends disciplinary action as required;
- Leads in administering programs concerning such matters as merit promotion, labor management relations, and position management;
- Complies with Equal Employment Opportunity objectives, providing written responses to investigations and requests for information;
- Ensures patient and customer complaints are fully documented, investigated, and resolved; and;
Performs all other duties as assigned.

**Work Schedule**: Monday through Friday, 6:00 am - 2:30 pm.

**Qualifications**:
**To qualify for this position at the GS-11 grade level, you must meet one of the following**:
**Experience**:You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of an Administrative Officer, and that is typically in or related to the work of the position to be filled. Specialized experience is experience providing a variety of management services essential to the direction and operation of a department or organization pertaining to budget/fiscal management; human resources/personnel management; ensuring compliance with established policies, practices, and procedures; and analyzing and evaluating the efficiency and effectiveness of program management and business operations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, AND hours worked per week. **~OR~**
