- The Department of Consumer Affairs (DCA) is overseen by the Business, Consumer Services, and Housing Agency. DCA accomplishes this by administering more than 3.5 million licenses in 250 license types including permits, certificates, and registrations through the licensing and regulatory entitles under its jurisdiction.
