The Opportunity

Disability Rights Pennsylvania (DRP) is looking for a Director of Operations to advance our work in protecting the rights of people with disabilities to be free from discrimination, abuse, and neglect in the receipt of government services and in publication accommodations, employment, voting, education, and housing.

The Organization

DRP is a private, nonprofit organization with offices in Harrisburg, Philadelphia, and Pittsburgh, Pennsylvania. Our identity, experience, and unique perspectives connect us with the diversity within the disability community and the larger civil rights movement. DRP is a workplace where individuals bring their authentic selves to work, our built environment is physically accessible, our IT department ensures that all our content is accessible, and we provide a variety of accommodations to our staff.

Since 1977, DRP has been the protection and advocacy agency in Pennsylvania, operating under the authority of eight federal statutes and regulations and funded largely through federal appropriations. These federal programs exist to protect people with disabilities against abuse, neglect, and to provide legal and advocacy assistance to those whose rights are violated in areas like special education, housing, public access, employment, waiver services, and more.

**Requirements**:
**Essential Functions**
- Develop and implement operational policies and procedures to ensure efficient and effective functioning of DRP.
- Oversee development of and management of budgeting, financial management, bank reconciliation, and reporting to ensure financial sustainability and accountability.
- Manage human resources functions, including but not limited to employee benefits, recruitment, training, performance evaluations, staff development, onboarding, and accommodations.
- Assist with management of multiple federal, state, and private grants, ensuring compliance with funding requirements and organizational policies and procedures.
- Assist management and board of directors on their understanding of financial matters.
- Assist and support DRP board treasurer and finance committee, as needed, in developing financial information for board review.
- Manage and support the annual audit and tax return preparation. Assist and support the board of directors’ audit committee to present the audit to the board.
- Develop and oversee RFPs and contracts for purchases, equipment leases, office leases, and maintenance of equipment and contracts with vendors, office supplies, and subscription materials.
- Recording and receipting charitable gifts and provide data to board development committee.
- Oversee office management for Harrisburg.

Minimum Qualifications
- Bachelor's degree in business administration, public administration, operations management, or related field (master's degree preferred). Equivalent experience will be considered.
- 5-7 years’ experience in a senior operational role, with a track record of success in improving nonprofit business operations.
- Strong leadership and management skills.
- Experience in a senior management role, partnering with other senior managers, resulting in the development and implementation of budgets, strategic plans, human resource plans, information technology plans, and operational plans.
- Significant experience or knowledge of nonprofit accounting, including internal controls, compliance, and reporting.
- Knowledge and experience in organizational effectiveness and operations management implementing best practices.
- Ability to discuss and strategize IT process improvement and advancement.
- Familiarity with customer relationship management (CRM) systems.
- Analytical and problem-solving skills.
- Ability to partner with cross functional teams to improve systems.
- Strong communication skills.
- A strategic thinker who understands how operations and finances support the broader mission of DRP.
- Experience in nonprofit financial management.
- Experience overseeing and ensuring the accuracy of payroll, vendor payments, employee benefits, human resources, business insurance, administrative support, and information technology.
- Demonstrated experience working collaboratively with all staff.
- Ability to travel to DRP offices.
