The Texas Municipal League Intergovernmental Risk Pool is one of the largest public entity risk pools in the country providing workers’ compensation, liability, and property coverages to more than 2,800 local governments in Texas, including nearly 800 law enforcement agencies that employ over 20,000 officers.

The Risk Pool is seeking a **Law Enforcement Outreach Consultant** to develop meaningful partnerships with member law enforcement agencies. Reporting to the Loss Prevention Manager, the Law Enforcement Outreach Consultant will have an opportunity to define and establish a role that will influence how law enforcement agencies in Texas address exposures impacting officer safety and potentially affecting other coverages provided through the Risk Pool. This exciting opportunity will allow for regular interactions with law enforcement agencies in all parts of the great State of Texas.

This position performs a variety of specialized duties in the provision of consultations, services and resources related to the management and control of risk associated with law enforcement operations.

**Primary Duties**:

- Develop and maintain relationships with law enforcement leaders and the law enforcement community. Existing relationships with organizations directly associated with municipal law enforcement in Texas is advantageous
- Utilize experience and knowledge to influence change that may enhance culture within departments
- Work closely with current Law Enforcement Outreach Consultant and staff to devise strategies and cooperative efforts that best address the needs of law enforcement agencies
- Develop effective and motivational risk management focused training for law enforcement leaders through either internal training provided by Risk Pool personnel or contract trainers
- Conduct onsite consultations, presentations, and strategic discussions with law enforcement leaders
- Utilize and leverage data to analyze related loss trends and exposures while providing actionable plans to address identified deficiencies
- Research and develop educational curriculum and other resources related to officer safety, law enforcement liability or other issues associated with Risk Pool coverages
- Provide and coordinate law enforcement-related education and training for law enforcement officers addressing risks and exposures through presentations, hands-on instruction, exercises, classroom activities, and group discussions
- Participate on the Texas Police Chiefs Association’s Officer Safety Committee and assist with developing resources or material that can be utilized through the VINCIBLE initiative
- Assist members considering law enforcement accreditation
- Assist with the Risk Pool’s contract training provider program through the Texas Commission on Law Enforcement (TCOLE)
- Review legislation and court cases pertinent to law enforcement and provide appropriate communication to members or Risk Pool staff
- Participate in educational opportunities to maintain knowledge of law enforcement exposures

**Knowledge and experience required**:

- Ability to work in an autonomous environment with self-motivation and a passion for improving law enforcement
- History of active participation in law enforcement related activities and law enforcement associations, such as the Texas Police Chiefs Association
- Understanding of law enforcement risk management, exposures to loss, and the role of the Risk Pool
- Experience in developing and delivering compelling presentations
- Excellent ability to speak in public to a variety of audiences
- Ability to learn how to run and interpret reports utilizing Risk Pool platforms and perform analyses of data to identify trends or data support for actionable recommendations

**Extensive in-state travel on behalf of the Pool is required.**

**Education and Certification**:

- Bachelor’s degree in criminal justice, emergency management, public administration, or related field.
- At least 10 years of law enforcement experience with at least 5 years of the experience in a leadership role with a progressive municipal law enforcement agency in the State of Texas.
- An equivalent combination of experience working with local government law enforcement that provides the required knowledge, skills, and abilities may be considered in lieu of educational requirements.
- Valid TCOLE Master Peace Officer Certificate and Instructor Certificate.
- Valid Texas motor vehicle operator's license.

**Starting annual salary is dependent upon qualifications.**
