Under general direction, the People & Labor Relations Manager manages a team of professional Senior Human Resources Analysts performing a variety of Human Resources functions in the areas of Labor Relations, MOU contract language interpretation, Union contract negotiations and non-disciplinary employee support.** **The People & Labor Relations Manager may represent the Agency with other City departments and Commissions for Human Resources related matters and may serve in an acting capacity in the absence of the HR Director or other HR Managers.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
- Writing, developing, and implementing policies and procedures regarding labor relations.
- Consulting with leaders on the impact of disability management, civil rights, workers' compensation, ergonomic awareness, and payroll on labor relations.
- Providing guidance and advice on all aspects of people and labor relations to line staff, managers, executives, and other stakeholders.
- Managing, supervising, leading, directing and representing the Agency in negotiations, meet and confer sessions, disciplinary actions and other people and labor relations matters.
- Reviewing, monitoring, leading, and directing the work of professional and support staff in all aspects of people and labor relations matters; ensuring timely, accurate and complete compliance with all employee/labor relations related laws, rules, policies, and procedures.
- Preparing and representing the Agency before Boards, Commissions, and other relevant stakeholders.
- Preparing accurate and timely written and verbal responses to people and labor relations matters.
- Conducting training on a variety of people and labor relations related topics.

**Qualifications**
- ** Education**: Possession of a Bachelor’s degree from an accredited college or university;
AND

Education Substitution: Applicants may substitute up to two (2) years of the educational requirement on a year-for-year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Experience Substitution: Possession of a Master’s Degree in Human Resources Management, Industrial/Organizational Psychology, Public Administration, Business Administration, or a Juris Doctorate may substitute for one year of the required work experience.

**Selection Procedures**:
**Supplemental Questionnaire Examination (Weight: 100%)**:
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

The duration of the eligible list resulting from this examination process will be of **six (6) months**, and may be extended with the approval of the Human Resources Director.
