**Mission**:
The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system.

**General Description**:
Performs complex payroll and travel accounting work. Work involves preparing monthly payrolls, supplemental payrolls, and auditing and processing employee travel and meal reimbursement vouchers in compliance with the Texas Government Code, the General Appropriations Act, Comptroller travel rules and regulations, and Department policy. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

**Job Duties**:

- Prepares monthly and supplemental payrolls, ensuring compliance with State and Federal laws and regulations and Department policies and procedures.
- Prepares detailed monthly status analyses of employee salaries, Benefit Replacement Pay, longevity, and related changes.
- Maintains complete payroll information for the preparation and filing of all Federal and State quarterly and year end payroll reports.
- Reconciles all payroll information prior to fiscal and calendar year end rollover in CAPPS.
- Follows standards for payroll and travel voucher documentation for imaging process.
- Assists Department employees, other state agencies. and other external entities regarding payroll related and travel matters.
- Audits and approves travel reimbursement vouchers for compliance with state rules and Department policy.
- Interprets changes in legislation affecting travel rules and regulations and assists in formulating and updating Department travel policy.
- Trains new employees on travel rules and regulations during new employee orientation; instructs employees on legislative changes to Comptroller travel rules and regulations in writing; and conducts in-person or virtual travel training for Department staff.
- Prepares special reports as requested.
- Maintains the travel advance fund including preparing checks, auditing vouchers, and verifying repayments and reimbursements as needed.
- Performs related work as assigned.
- Performs other duties as assigned.

**Qualifications**

**Minimum Qualification**:

- Graduation from an accredited four-year college or university with major course work in accounting, finance, management, business administration, or related field.
- Four years of experience in Texas state government accounting.
- Three years of experience using Centralized Accounting and Payroll/Personnel System (CAPPS) for payroll processing.
- Experience may be substituted for education on a year for year basis._

**Preferred Qualifications**:

- Payroll processing for medium to large size agency.
- Travel voucher processing for medium to large size agency.

**Knowledge, Skills, and Abilities**:

- Knowledge of accounting or bookkeeping principles.
- Knowledge of generally accepted accounting principles and procedures affecting the maintenance of payroll and travel accounting records.
- Ability to analyze, consolidate, and interpret accounting data.
- Ability to perform complex accounting entries and reconciliations.
- Skill in the use of Office 365 Suite and Adobe Pro.
- Ability to use CAPPS HR/Payroll.
- Ability to audit payroll and travel documents for compliance with state and Department policies.
- Ability to establish and maintain effective working relationships with supervisors and co-workers and to deal with the public and other state agencies.
- Ability to communicate effectively both verbally and in writing.
- Ability to work accurately with numerical detail.
