Job Description and Duties

**Will Consider Staff Services Analyst**

Under the general direction of the Staff Services Manager I, the incumbent will work independently as the Claims Officer. The Claims Officer is responsible for the entire investigation and evaluation of potential and filed public liability claims arising in the District and provide litigation support to the attorneys in the District 7 Los Angeles Legal Office.

Assists District 7 in defending the State in tort litigation, coordinates the compilation of documents and evaluates all discovery requests; reviews case files; visits accident scenes; uses photo log on intranet; verifies physical location of signs posted on District sign log; and researches various District files. Confers with all levels of management and other District personnel to ensure completeness of documents, analyzes and verifies data provided by District staff, such as, as-built plans, special provisions, standard specifications, policies and procedures.

Works with attorneys with trial preparation, quick response situations, scheduling of employees for depositions and trial appearance. Represents Caltrans in Small Claims hearings; reviews claim and prepares defense, attends hearings, and presents the defensive arguments to the hearing officer or judge. Arranges for appropriate District person e.g., Resident Engineer, Maintenance Supervisor, to appear as witness if necessary. Meets with appropriate District Personnel to answer questions or review their files/records. Processes claims filed in the District which are under $10,000.

Responsible for receiving, tracking logging all subpoena requests in database. Responds to requests for information from the public and general public information requests. Reviews requests for public records prior to release of information to ascertain if the record is related to possible or pending legal action against the State. Coordinates the review of these requests from the public and tracks the time frames for responses to ensure that the Department is in compliance.

For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions

**Position located in Los Angeles, Los Angeles County.**

**This is a Limited Term position which may be extended to 24 months or become permanent.**

The Caltrans Legal Division is comprised of five main offices statewide including its headquarters office near the State Capitol in Sacramento and branches in Oakland, Los Angeles, Fresno and San Diego. All five offices work together as one Caltrans Legal Division. We have statewide administrative (legal support) committee with members from each office to facilitate information sharing and networking.

Our overall environment is both supportive and challenging where employees are given substantial responsibility at every stage of their career.

While at their base of operation, employees will work in a climate-controlled office under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. Will have to perform work duties in different court rooms throughout the state and therefore, this position does require travel.

Telework may be available, but time in the office will be required.
