As the resource manager, you will be responsible for operationalizing and overseeing people functions for the unit. This position is a key leadership role and will require frequent coordination and interface with the Unit General Manager, Division General Manager, Unit Talent Acquisition Lead, Unit Human Resource Business Partner, office managers, and discipline managers. More specifically, your responsibilities will include, but are not limited to:
- Partnering with Talent Acquisition to:

- Inform the strategic workforce planning process; develop gap analysis and needs assessments for the unit that align with the business plan, strategy, and project delivery
- Open requisitions needed by the business
- Support hiring managers on salary determination
- Partnering with HR to:

- Provide feedback on employee performance, salary reviews, market parity, benchmarking results for new hires; develop rescue packages
- Oversee the resignation process
- Provide input to the DGM, UGM on items discussed in Connected Conversations
- Support the succession planning process
- Manage, document, and track employee performance issues
- Approve and manage the process for tuition reimbursements, PE bonus and/or promotion, out of cycle spot bonuses
- Track training to help employees achieve goals established with their line manager during the Connected Conversation process e.g. PM training, presentation skills, brand awareness, Connect Business and CRM training, PE preparation, ethics, etc.
- Custodians of the company survey process and onboarding/offboarding
- Partnering with the Division and Unit General Manager to:

- Grow our teams in alignment with the Unit and overall NASA strategy Work with the
- Development Manager and Account Leaders to identify needs, meeting these through staff development or internal/external recruiting
- Facilitate movement of staff throughout NASA and the globe
- Champion our brand and employee value proposition
- Implement our people strategy
- Recommend and implement opportunities to add GDS support to unit efforts
- Manage the twice yearly discretionary bonus process
- Manage the yearly share distribution process
- Manage mid-year and end-year merit increase process
- Manage promotions and appointments, L&D program nominations, and identify benefit changes/needs, e.g. PTO
- Support the on and off boarding process
- Track and approve OH labor charges; monitor utilization
- Work with accounting, project controls, and project managers to utilize Connect Business for forecasting utilization and needs
- Provide general feedback on employee performance and progress to inform the HR items above
- May provide back-up support for project or group management in absence of the responsible PM or discipline manager

- Demonstrated interest in developing and maintaining good relationships with key stakeholders
- Excellent written and verbal communication skills; ability to maintain strict confidentiality
- Proficient in Microsoft Office products (Word, Excel, PowerPoint)
- Methodical approach to problem solving; highly organized
- Ability to use your initiative to undertake tasks efficiently and independently
- Adaptable and flexible to working on multiple assignments and with different team members
