The City of Watertown seeks a Financial Specialist to join its Procurement Department. Reporting to the Chief Procurement Officer, this position will provide administrative office support and assist in many aspects of the contract bid process and compliance with public procurement laws and regulations (especially Mass. General Laws Chapters 7, 30, 30B, and 149). This position also manages various confidential research and administrative projects for the Chief Procurement Officer and Assistant Procurement Director.

Duties include, but are not limited to, the following:

- Submitting reports to state agencies (Central Register, Goods and Services Bulletin, Division of Capital Asset Management, MassDOT Highway Division)
- Preparing contracts, managing the purchase order procedures for the City, monitoring contracts for renewal and rebidding.
- Post purchasing notices and bid documents to the City’s website as needed; Serve as a resource to municipal departments by providing information relative to updates on state contract information and revisions to the town’s purchasing procurement policies for Supplies and Services.
- Serves as the primary point of contact for all vendors and manages vendor communications and outreach.

**Qualifications**: Associate degree in public administration, accounting, finance, legal studies, or business administration; three to five years’ experience in municipal finance, purchasing/procurement, or vendor management; or any equivalent combination of education, training and experience which provides the required knowledge. Familiarity with COMMBUYS website (Commonwealth purchasing site), MUNIS (municipal finance software), and/or vendor management software platforms a plus.

**Salary**: This is a union position with a Fiscal Year 2025 step salary hiring range of $57,513-$67,385.

**Benefits**: Health insurance (80% employer paid) through the Group Insurance Commission (GIC), dental/vision coverage, three weeks’ paid vacation, personal and sick time, pension plan enrollment, flexible spending account, and deferred compensation plans.
