Summary

This position is located in the Office of Strategy, Communications, and Health Equity (SCE), Bureau of Global Health Security and Diplomacy (GHSD). GHSD leads U.S. diplomatic engagement to strengthen the global health security architecture and prevent, detect, control, and respond to infectious diseases, including HIV/AIDS. SCE serves as the intersection for policy and strategy coordination on issues that span the Bureau of Global Health Security and Diplomacy.

Duties
Supports the GHSD Director of Public Affairs by developing and executing public affairs procedures and activities to advance the Department’s global health priorities.
Develops alternatives for message delivery, assesses potential impact, and provides expert advice and recommendations to management to achieve results.
Develops expert press guidance and comprehensive statements for the Department Spokesperson, the Secretary, and others on the full range of GHSD issues and policies.
Provides expert advice to management regarding rules of engagement with the media, including determining the appropriate set of guidelines for conducting specific briefings or information-sharing sessions.

**Qualifications**:
Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
Experience communicating complex public affairs issues to audiences through both verbal and written channels.
Experience developing public affairs policies, plans, and outreach strategies.
Experience developing speeches, press guidance, social media and other messaging products.
Experience providing recommendations on how to communicate messaging involving health issues regarding prevention and treatment to HIV.

There is no substitute of education for specialized experience for the GS-13 position.
