**DISTINGUISHING FEATURES OF THE CLASS**:
This is a professional administrative position. Under the direction of the Mayor, the incumbent is responsible for developing, directing and coordinating all planning and development programs for the City. The work includes all daily administrative management of staff in the assignment of duties, performance evaluations, personnel matters, etc. Work is performed in accordance with established laws and regulations. General direction is exercised over the Department of Planning and Development. Does related work as required.

**TYPICAL WORK ACTIVITIES: (Illustrative Only)**
- Initiates and carries through present and future development plans for the City;
- Initiates all plans for the formulation, assignment and scheduling of research studies and physical planning projects related to comprehensive development policies and local planning problems concerning existing and potential land use, population distribution, transportation, housing utilities and recreational areas;
- Assigns, interprets and analyzes zoning ordinances, master plans, subdivision regulations, urban renewal plans and make recommendations to the Mayor regarding revisions;
- Directs all operating functions of the department(s) by planning methods and procedures, establishing deadlines, monitoring progress, providing technical assistance, evaluating completed studies, etc.;
- Initiates and directs by assigning and scheduling the preparation and layout of presentation graphics, including base maps and charts requested by other departments;
- Answers official requests for information by conducting presentations, interviews and appearances and preparing reports;
- Meets with local officials and technical personnel from other planning agencies to discuss and review problems of mutual concern.

**FULL PERFORMANCE KNOWLEDGE, SKILLS AND ABILITIES: COGNITIVE SKILLS**
- Comprehensive knowledge of sociological, economic and environmental factors as applied to the field of urban planning;
- Comprehensive knowledge of State and local laws and ordinances pertaining to zoning and land subdivision;
- Comprehensive knowledge of the duties and functions of planning and zoning boards;
- Comprehensive knowledge of general principles and techniques used in municipal planning and development;
- Thorough knowledge of the principles, practices and techniques of public administration;
- Good knowledge of local government budgeting and appropriation practices;
- Good knowledge of public policy development and administration;
- Working knowledge of personnel administration and practices, including human resource planning, civil service, labor relations, interviewing, training, counseling and performance appraisal;
- Ability to make administrative decisions;
- Ability to plan, conduct and evaluate physical and research planning studies and projects;
- Ability to analyze and interpret physical and research planning, zoning and subdivision data;
- Ability to direct and coordinate design activities dealing with presentation graphics;
- Ability to plan and supervise the work of others;
- Ability to establish effective working relationships with officials, department heads, interest groups and staff;
- Ability to communicate effectively;
- Effective management skills;
- Good judgment; initiative; resourcefulness; tact; courtesy.
