**Duties**:
**As the Supervisory Program Specialist, you will**:

- Participate with the management team to identify and plan new and revised organizational functions and structures designed to best facilitate the Office of Security’s mission to protect DOT personnel, facilities, and information.
- Oversee significant contracts management and provide guidance to Office of Security Contracting Officer Representatives (COR).
- Manage and perform the budget and finance functions for the Office of Security to include budget formulation, justification, and execution; financial management; and financial reporting.
- Advise the Executive, Deputy, and Associate Directors on all aspects of the Security Operations' annual budget and makes recommendations on program requirements, funding, and prioritization.
- Manages the Office of Security Working Capital Fund (WCF) and Salaries and Expenses (S&E) funding. Monitors WCF budget execution for eleven program functions including: security operations administration; background investigations; personnel security administration; HSPD-12 cards and services; HQs building security; security and investigations, and passports and visas.

**CONDITIONS OF EMPLOYMENT**:

- **TIME-IN-GRADE**:Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- **DEU REQUIREMENTS**: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

**Qualifications**:
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

**To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include**:

- Experience serving as the technical authority for overseeing the execution of administrative management functions to include budget and acquisition.

**KNOWLEDGE, SKILLS AND ABILITIES (KSAs)**:Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

- **Control of Funds** - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations).
- **Financial Management (*)** - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization
- **Leadership** - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
- **Communication Expresses information-** (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience.
