Responsible for the creation, implementation, and completion of purchase orders and subcontract actions within the Supply Chain organization. Ensures that the procurement of raw materials/sub-assemblies and general supplies is made in a timely manner with optimal inventory consideration. Create sourcing strategies, use price analysis techniques, conduct negotiations, and make PO/subcontract awards for commodities and services. Develop and maintain key internal stakeholder relationships to create a collaborative subcontracting environment. Ensure that all PO and subcontract actions are following the FAR/DFAR and other Government or customer requirements.

**Assignment of Functions or Duties**:

- Manage the procurement process from requisition to delivery, ensuring compliance with company policies and procedures.
- Prepare Supplier Request for Quotation (RFQ) or Request for Proposal (RFP) and evaluate responses in support of manufacturing, compliance and supplier viability to contract award.
- Negotiate price, quality, delivery and other terms and conditions with supply base.
- Process and document all procurement actions in accordance with state, federal statutes and accounting policies.
- Investigate and resolve receiving and payment issues as necessary.
- Work closely with Supplier Quality Engineer (SQE) to evaluate supplier capabilities and reliability.
- Reviews and monitors incoming requisitions, confirming purchase orders.
- Provide guidance and support to junior members of the purchasing team.
- Assists departments in obtaining information on requested products and in the preparation of purchase specifications.
- Collaborate with engineering and manufacturing teams to understand and anticipate procurement needs.

- Ability to complete milestones and work toward multiple deadlines simultaneously.
- Strong communication and interpersonal skills, particularly negotiation.
- Strong analytical and problem-solving skills.
- Strong knowledge of procurement processes and best practices.
- Ability to work independently and manage multiple projects simultaneously.
- Experience in production or manufacturing environment, aerospace or defense a plus.
- Proficient in Microsoft Office Suite and procurement software, Epicor experience a plus.
- An associate degree in business or supply chain preferred.
- Evaluate supplier options according to prices, quality etc. and determine the best choices.
- Identify opportunities for cost savings and process improvements.
- Strong understanding of the Defense industry, including regulations and compliance requirements.
- Two years of related experience in procurement/purchasing preferred.
