The CPS Regional Director (Region 7) under the direction of the Child Protective Services Director of Field Operations provides leadership and management for the daily operation of the DFPS Child Protective Services program within a designated region of the state. The position is responsible for ensuring the effective delivery of child protective services to clients within the region while managing the regional budget, human resources and contracts. The position interacts frequently with other regional personnel, state office staff, various community organizations, elected officials, and other legislators to enhance and advance the mission of the agency. In addition to providing leadership, there are four general areas for which the regional director has personal responsibility: workforce management; client outcomes; general administration and community engagement.
- The Regional Director will understand the gravity of the program's mission to protect children and will set high expectations of program staff and management to fulfill that mission. The Regional Director should lead the region with integrity and transparency.
- This position is based in Austin.**Essential Job Functions**:
Directs planning, implementation, coordination and evaluation of CPS services and Community Based Care activities to promote positive client outcomes related to child safety, permanency and well-being. Responsible for timeliness and case outcomes, ensuring tasks are completed timely, and that agency policy and procedures are followed. Implements practice and policy changes without disruption to delivery of services.
- Develops, implements, and monitors plans, procedures, and techniques to ensure effective allocation and management of regional resources.
- Utilizes all available reporting and data to monitor, continually assess and improve regional performance, and develops plans to address needs. Identifies and strengthens areas needing improvement.
- Is an active and cooperative partner with community stakeholders including, but not limited to: child and family advocacy organizations, law enforcement, faith-based organizations, health care and other service providers, children, youth and families. May also represent CPS on various boards, task forces, and committees.
- Creates and maintains a work environment that supports high performing teams, retention of staff, learning and continuous improvement. Maintains a stable, well-trained, motivated and dedicated staff.
- Responsible for all aspects of staff development, including the program's use of performance data, consultation, training, and performance appraisals. Responsible for the development, support and guidance of all staff. Responsible for the selection, training, support, development and monitoring of the regional management team.
- Responsible for timely and appropriate communication to field staff and to the Child Protective Services Director of Field and other state office staff. Accurately report on the status and progress of CPS operations in the region.
- Performs other duties as assigned and required to maintain regional operations.

**Initial Selection Criteria**:

- Graduation from high school or equivalent.
- Graduation from an accredited four-year college or university.
- Five years full-time consultative, supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or Texas Department of Family and Protective Services experience.
- Graduate degree may be substituted for the required experience, with a maximum substitution of two years.
- Have 5 years of DFPS or similar child welfare experience in a supervisory or management role.
