DutiesServes as Command Director for the Office of Small Business Program (OSBP) responsible for developing policy, establishing procedures and publishing direction and guidance for the Small Business Program (SBP).Plans and directs the USACE OSBP Program to ensure that small businesses are given an equitable opportunity to participate to the fullest possible extent in the USACE procurement programs.Serves as liaison with higher authority, Congress, other Government agencies, and the private sector.Develops and recommends policies, procedures and other guidelines in concert with the Directorate of Contracting, in support of USACE small business programs.Develops controls, coordinates and publishes small business program immediate and long-range objectives.Provides supervision to a headquarters staff and Division staff.Requirements Conditions of EmploymentAppointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.Selectee(s) must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.This is a Critical Acquisition position. Selectee must meet position requirements for a Practitioner Career Level Certification within 5 years of entrance on duty.Selectee must be an Acquisition Corps (AC) member prior to appointment to a CAP unless a waiver is granted. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:
To qualify based on your experience, your resume must demonstrate at least one year of specialized experience which includes 1) overseeing and directing a small business program which includes administration and review of small business contracts; 2) developing and revising the small business program's short-range and long-range plans, goals and objectives; 3) conducting market research related to small business acquisition; 4) interpreting, implementing, formulating and disseminating regulations and policies governing small business programs; and 5) planning, directing, and providing staff oversight to major subordinate organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
