This physician will be fully qualified and certified to function in both a clinical and administrative role and in accordance with the guidelines and policies of the Durham Veterans Affairs Health Care System. This individual is delegated the authority and responsibility in his/her area of expertise to assume major clinical, consultative, educational, research, and administrative duties and assignments related to Veteran care.Clinical Duties:Incumbent will be a GAP provider with focus of practice to maintain access to Primary Care services for Veterans.GAP providers may support primary care access to Veterans for either same or next day appointment or unscheduled walk in primary care appointments.Coverage may also include panel management of other Primary Care PACT providers that maybe on short or extended leave.Primary focus of practice is the independent clinical evaluation of Veterans including prevention and patient self-management. Comprehensive primary care will be provided to male and female Veterans.Comprehensive primary care includes but is not limited to evaluating patients in an outpatient clinical setting to diagnose and treat acute and or chronic diseases, educating on health promotion and disease prevention and ensuring that health maintenance is up to date. Completes physical examinations, which maybe comprehensive, focused, or gender specific to formulate treatment plans. Treatment plans are evidence based and engages in shared medical decision making of treatment plans.Care may be provided in many modalities including direct face to face care and virtual care (including telephonic, video, secure messaging, and others)Promotes, directs, evaluates, and manages clinical concerns that are found during these evaluations and is responsible requesting referrals, if consult services are needed.May function as a member or in support of a Patient Aligned Care Team (PACT), collaborating with clinical and administrative support to provide timely, quality, coordinated care for Veterans.Utilizes and promotes approved standards of care, procedures, methods and techniques, safety precautions and protocols in their application to this population in all settings.Collaborates with other health care staff/resources to ensure continuity of care.Keeps abreast of latest trends, skills, procedures, and protocols relevant to primary care and serves as a resource person for the health care systemParticipates in continuous medical education as per requirements with topics included but not limited to opioid prescribing and trainings to fulfill and maintain designated women's health primary care provider.The incumbent may be expected to travel up to 25% of time to other Primary Care Clinics in Eastern North Carolina aligned under the Durham VAHCS to assist with GAP coverage or primary care accessExemplifies the ICARE core values of-Integrity, Commitment, Advocacy, Respect, and Excellence.Non-clinical Duties:Interpersonal Effectiveness: Sustain collaborative working relationships with other staff, assist in resolving conflicts, and contribute to the accomplishment of VISN and HCS strategic goals and performance measures.Service: Works effectively within a team environment contributing to the effectiveness of the team to deliver safe, cost effective, quality, timely, and patient-focused care.Systems Thinking: Actively demonstrates the ability to understand the complexity of an integrated medical care delivery system and how change affects the system as a whole.Flexibility/Adaptability: Demonstrates ability to manage multiple tasks/priorities, and productively contributes to the health care delivery team.Requirements Conditions of EmploymentU.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Qualifications
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.Basic Requirements:United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
[(2) Those approved by the American Osteopathic Association (AOA),OR
(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.Proficiency in spoken and written English.Preferred Experience: Completion of family medicine or internal medicine residency. EducationDegree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, orSchools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities.
