Beginning level supervisory work in planning and directing daily operation of public health nursing programs.
General Definition of Work
Performs difficult advanced technical work providing and supervising the provision of public nursing care, preparing and maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the Public Health Nursing Director II. Continuous supervision is exercised over Physician Extenders, Practical Nurse IIs and Practical Nurse Is.

Essential Functions
Manages Family Planning and Sexually Transmitted Disease programs; ensures program goals and objectives are met.
Ensures optimal client services through provision of quality clinical care.
Ensures that department policies and procedures are adhered to by staff.
Stays current on changes in laws, rules and regulations, and implements changes.
Provides leadership to clinical staff; promotes teamwork and serves as a resource for clinical staff.
Assists in the recruitment and selection of division personnel; develops schedules; assigns, directs and inspects the work of personnel; coaches, counsels, disciplines and evaluates the work of assigned personnel; recommends transfers, promotions, demotions, suspensions and terminations.
Works in the clinic area as needed to assist staff; provides direct care to patients; dispenses medications in the absence of the Pharmacist.
Reviews and revises policies and procedures for assigned programs.
Collaborates with the Public Health Nursing Director II and other supervisors within the agency to assess program goals to ensure that the needs of the agency and the community are being met.
Triages walk-in clients and follows up on and/or takes telephone calls from clients to assess needs and direct them to the appropriate clinic; schedules appointments.
Organizes quarterly audits.
Conducts new employee orientations.
Coordinates and conducts in-service training for staff.
Serves on boards and committees as required.
Prepares reports and other types of correspondence; maintains files and records.
Knowledge, Skills and Abilities
Comprehensive knowledge of the principles, standards, practices and techniques of professional and public health nursing; comprehensive knowledge of department policies and procedures; thorough knowledge of the treatment, diagnostic, immunization and related medical services for the type of medically ill patients in area of assignment; thorough knowledge of local and State rules, regulations, procedures and policies pertaining to nursing services; comprehensive knowledge in preparing reports and other types of correspondence; comprehensive knowledge in the use of standard office equipment and associated software (e.g. Patagonia HER, NCIR and CDSW software); comprehensive knowledge in the use of the equipment required for the position; ability to exercise good judgment in appraising situations and making decisions; ability to assign and supervise the work of professional and non-professional personnel and to instruct them in practices and techniques; ability to solve problems within scope of responsibility; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to establish and maintain effective working relationships with patients, physicians, subordinates and others contacted in the course of work.
This supervisory position interacts daily with nursing staff, management support staff, lab services, Advanced Practice Providers, Nursing Director, Health Director, and the community. This supervisory position provides structure, organization and quality assurance of the Women's Preventive Health, Family Planning, and Sexually Transmitted Disease and other program areas as needed. This position is vital for the department to provide ongoing monitoring of Women's Preventive Health, Family Planning, and Sexually Transmitted Disease Programs. This position provides training for new staff and assures compliance with state contract addendum and programmatic rules. This position supervised nursing and sub-professional staff in the delivery of general and specialized services for the care of patients. This PHN supervisor will coordinate personnel to set priorities in daily work plans, procedures and services. This supervisory position identifies, and coordinates staff development based on program specific needs as well as individual staff development needs. This supervisory position is responsible for maintaining cost-effective programs. This supervisory position determines equipment, supplies, and personnel needs. This position reports to the Nursing Director and the Health Director.
Will be responsible to the Director of Nursing and spend the majority of time supervising services in the clinic. Will supervise nursing and sub-professional staff in the delivery of general and specialized services for the care of patients including hypertension, diabetes, immunization, geriatric, communicable disease, community occupational health, and related public health clinical activities. Will coordinate with support personnel to set priorities in daily work plans, procedures and services. Will determine equipment, supply, and personnel needs and provide training for new staff and assure compliance with state contract addendum and programmatic rules, and identify and coordinate staff development. Must stay abreast of Medicare/Medicaid rules and regulations. Will be responsible for maintaining a cost effective program.

Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work frequently repetitive motions and occasionally requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to blood borne pathogens and may be required to wear specialized personal protective equipment and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock and wearing a self-contained breathing apparatus; work is generally in a moderately noisy location (e.g. business office, light traffic).
Education and Experience
Associates/Technical degree with coursework in nursing, or related field and considerable experience working in a public health environment, or equivalent combination of education and experience.
Special Requirements
Obtain Adult Assessment, STD Enhanced Role, Adult Physical Assessment, and HIV Counseling/Testing certifications within one year of hire.
Possession of NC Nursing license upon hire.
Valid driver's license in the State of North Carolina.
