DWM Construction Project Manager I (Office of Watershed Protection) Posting expires: September 1, 2025 General Description and Classification Standards The Construction Project Manager I oversees green infrastructure projects for stormwater treatment and management, from conceptual development through design and construction. Green infrastructure uses plants, soil, and natural processes to manage stormwater, improve water quality, and provide other environmental, social, and economic benefits to the community. Projects may include green roofs, rain gardens, bioswales, permeable pavements, and tree plantings, which capture, absorb, and filter rainwater. This position also helps oversee compliance for internal and external construction projects on DWM deed‑restricted properties. The Construction Project Manager develops scopes of work, cost estimates, and bid documents for Office of Watershed Protection projects and programs; establishes green infrastructure best management practices to address drainage or water quality issues; oversees construction of green infrastructure practices and performs inspections; and maintains compliance with local, state, and federal regulations, including, but not limited to, the riparian buffer ordinance, the tree protection ordinance, the Federal Consent Decree, and Greenway Acquisition Plan. Both field work and in‑office work are expected for this position. Supervision Received General oversight will be provided by leadership, focusing on end results; however, the Construction Project Manager is expected to make decisions on technical issues, diagnoses, or procedures in collaboration with supervisors and managers. They may make purchasing or resource allocation decisions within organization guidelines and select from multiple procedures and methods to accomplish tasks. Essential Duties and Responsibilities Oversee planning, design, scheduling, and construction of green stormwater infrastructure projects, including, but not limited, to green roofs, rain gardens, bioswales, permeable pavements, and tree plantings. Develop scope of work for each project that includes budgetary numbers and the goal of each project, maintaining compliance with local, state, and federal regulations. Coordinate with the design team and/or contractor to develop AutoCAD design and construction drawings. Review the designs, plans, and scheduling of projects. Review engineering drawings and design plans for constructability. Direct project field staff and contractors, as appropriate, ensuring that project deliverables and deadlines are met. Manage and track job costs and budgets. Attend progress and field meetings; represent the City of Atlanta as the owner’s representative for green infrastructure projects. Work with the Procurement and Finance teams to manage budgets and contracts with City vendors. Provide supporting documentation for legislation related to vendor contracts. Respond to and follow up on violations of the City’s Greenway Acquisition Plan, which is the guiding document for maintaining compliance on the City’s protected Greenway properties. This may include communication with private citizens, the Department of Law, and/or other external entities. Oversee compliance for internal and external construction projects on DWM deed‑restricted properties. May perform other duties as assigned. Knowledge, Skills, and Abilities Able to review and interpret construction/engineering drawings for field implementation. Knowledge of materials, methods, and the tools involved in construction and landscaping. Skilled in the identification of plant species and the assessment of plant health is a plus. Willing and able to seek further training if needed. Proficient in the Microsoft Suite of programs including Word, Excel, SharePoint, and Teams. Skilled with AutoCAD and Civil 3D is a plus. Willing and able to seek further training if needed. Skilled with Trimble (e‑builder) or comparable project management software is a plus. Ability to learn quickly as needed. Able to oversee contracts, manage budgets, and coordinate with vendors. Able to develop bid specifications, oversee vendor performance, and ensure compliance with project terms and requirements. Able to clearly and confidently direct vendors, contractors, and project staff. Able to effectively balance the demands of fieldwork and office responsibilities, adapting to a varied workload that shifts with seasonal priorities. Able to speak and write clearly, concisely, and persuasively using correct grammar, spelling, and punctuation with ability to communicate one‑on‑one or in group settings. Able to perform work with a high degree of accuracy and organization. Strong management skills and business acumen, including critical thinking, problem‑solving, vision, ability to simultaneously manage multiple projects and meet deadlines, collaboration, leadership, decision‑making, and ability to analyze diverse facts and develop concise reports and recommendations. Mature professional attitude and considerable discretion, including ability to manage confidential information. Able to work independently with initiative, as well as cooperatively as part of a team. Able to demonstrate tact and diplomacy when dealing with difficult or sensitive situations. Minimum Qualifications Education and Experience: Bachelor's Degree in Construction Management, Engineering, Landscape Architecture, Urban Planning, Natural Resources, or related field; commensurate experience may also be acceptable. Required five (5) to seven (7) years of experience in a role related to construction project management, infrastructure design, and/or construction implementation. A strong candidate will also have direct experience with green infrastructure projects. Licensures and Certifications: None required. Preferred Requirements: 8+ years of experience, Project Management Professional (PMP), Certified Construction Manager (CCM), Green Stormwater Infrastructure (GSI) certified, NGICP certified, or licensed in applicable field of study. Work Environment Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with job. Both field work and in‑office work are expected for this position. Must be able to get to and from work sites within the city. Light work — Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
