Overview The CDC Foundation has received funding from the Georgia Opioid Crisis Abatement Trust to implement a project entitled Building Partnerships to Address Overdose in Rural Georgia. This initiative focuses on aligning public health and public safety efforts in 15-17 selected rural communities, with the overarching goal of reducing fatal and non-fatal drug overdoses and saving lives. Each funded community coalition will implement locally tailored strategies that foster collaboration between public health and public safety and aim to reduce overdoses, support overdose prevention, treatment and recovery services. The CDC Foundation seeks candidates for a full-time Evaluation Technical to support the project. This position will work closely with the Senior Technical Advisor to design and implement project evaluation. In addition, the Evaluation Technical Advisor will provide individualized technical assistance to each community coalition subgrantee as they implement their own local evaluation plans. The Evaluation Technical Advisor will also support the integration of the community coalition data into the larger CDC Foundation evaluation. This position will work on a hybrid schedule with location in Georgia preferred but not required. Periodic travel to meetings within Georgia is required. Relocation expenses are not included. Responsibilities Provide consistent, tailored, and direct technical assistance to grantees on the development and implementation of evaluation plans for prioritized program areas, including the development of evaluation questions and frameworks, and appropriate evaluation data collection instrument tools for program evaluations Lead the implementation of evaluation tools for grantees, including individualized technical assistance Support the development and management of data collection and reporting systems to track the performance measures across program evaluation activities Analyze evaluation data and prepare reports on findings to communicate program progress and impact, including identifying areas for improvement and strengthening activities to meet goals and priorities Provide subject matter expertise on evaluation concepts and methods and maintain a working knowledge of established evaluation frameworks and guidelines Review and provide written feedback on project deliverables Qualifications Master’s degree in public health, the social sciences or a related field and minimum of 5 years of relevant experience; Minimum of 5 years of relevant experience in monitoring and evaluation with a focus on integrating evidence building into upstream public health programs Ability to conduct evaluation from start to finish including community partner engagement, program definition, evaluation design, evidence gathering, conclusion Demonstrated experience developing and implementing program monitoring and evaluation plans, surveys, reporting tools and/or assessment tools Proficiency with both quantitative and qualitative data collection, analysis methodologies and monitoring best practices Knowledge of or familiarity with the CDC Framework for Program Evaluation in Public Health, the American Evaluation Association’s Guiding Principles for Evaluators, and evaluation frameworks like Developmental Evaluation, Contribution Analysis, Realist Evaluation, Culturally Responsive Equitable Evaluation Experience managing or overseeing capacity building efforts sufficient to provide advice and guidance regarding appropriate training and equipping activities Ability to communicate in a clear, positive manner with external partners, as well as clearly communicate evaluation strategies and implications to non-technical audiences Ability to work effectively with diverse partners, including law enforcement professionals Strong written and verbal communication skills Superior organizational skills and attention to detail Strong project management skills and ability to meet deadlines Excellent interpersonal skills, ability to listen well, and effectively represent the organization and its mission Creativity, problem solving, demonstrated ability to effectively collaborate with others Proficiency in Microsoft Excel, Word, and PowerPoint Job Highlights Benefits: Full suite of benefits available, Exempt, Salary Salary Range: $90,000 to $95,000 based on education, experience, and qualifications.
