The Behavioral Health Academy Clinical Supervisor will have specific program development focuses as identified by the Director of Behavioral Health Academy and the Behavioral Health Services Leadership Team. The Behavioral Health Academy Clinical Supervisor will be responsible for both clinical and operational supervision of Behavioral Health Talent Academy Apprentices, developing field-placement opportunities within CCC's clinics and supporting their professional and skill development.

Central City Concern is seeking a Clinical Supervisor to join our Team

Schedule: Monday-Friday 8:00am-5:00pm

Minimum Qualifications

  • Must be registered with the appropriate OR State licensing board to meet QMHP certification
  • Must have CADC II or CADC III and be licensed/certified with the appropriate board.
  • Two (2) years of supervisory, clinical level supervision or leadership experience required.
  • Five (5) years of direct care experience strongly preferred.
  • Outpatient and Dual Diagnosis experience preferred.
  • LPC/LCSW are preferred.
  • Must have current CPR certification prior to start.
  • Must meet CCC privileging requirements as required by FTCA.
  • Proficient in Microsoft Office software (Excel, Word, PowerPoint, Access, and Microsoft Outlook).
  • This position requires flexibility of hours, independent decision-making, program planning, clinical supervision, quality management, and liaising with outside agencies.

Supervisory Activities

  • Develop trusting supervisory relationships with supervisees.
  • Communicate effectively with BHTA apprentice workforce and meet the individualized supervision needs of staff with lived experience.
  • Review, code, and process all invoices, time sheets, requisitions, and check requests, and forward to CCC Administrative Office in a timely manner per Accounting and HR policies.
  • Engage in recruiting and hiring of new staff, collaborate closely with HRBP to ensure staff wellness, engagement, and a high level of performance.
  • Create onboarding and training plans for all new staff, ensuring clinical competency demonstration during early employment.
  • Provide coverage for direct care services during staff vacancies, and provide coverage as needed for direct care services.
  • Ensure clinical privileging requirements are met for all direct reports pursuant to CCC's Privileging Policy.
  • Plan and facilitate regular staff meetings and group supervision sessions. Attend all mandatory CCC trainings in a timely manner.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Maintain an up to date knowledge of all Oregon Administrative rules that govern the program in which position has oversight responsibility.
  • Perform other duties as assigned.

Clinical Excellence

  • Work collaboratively with behavioral health leadership to envision and guide high quality, person centered, and trauma informed services across the Behavioral Health Academy.
  • Provide and document required clinical supervision for each supervisee required as directed by management and Compliance partner. Clinical supervision requirements vary by license and employee but total a minimum of two hours of supervision per month for each full-time staff. The two hours must include one hour of face-to-face contact for each person supervised, or a proportional level of supervision for part-time staff providing clinical or other support services to clients.
  • Provide additional hours of supervision over and above the OAR required minimum to support staff development and retention.
  • Train staff to perform high quality ASAM assessments, Mental Health Assessments (where qualified), including mental status exam, risk assessment, DSM diagnosis, and clinical formulation.
  • Ensure the clinical and compliance efficacy of clinical documentation of clinical direct reports and perform regular chart reviews and audits.
  • Ensure oversight and competency review of clinical competency of staff in the main functions of their clinical role such as but not limited to: assessment, diagnosis, care planning, service prescription, level of care placement, medical necessity, discharge planning, care coordination, group therapy, individual therapy, motivational interviewing.
  • Identify and coordinate staff training needs and collaborate with other behavioral health leaders to create training plans and curriculum. Facilitate trainings for clinical staff as needed.
  • Evaluate clinical competency through direct observation of clinical services and document regularly. Create collaborative professional development plans with clinical care staff.
  • Engage in regular professional development activities to include completion of CEU's, trainings to increase clinical competencies, trainings on innovative BH care models, train the trainer programs and equity, diversity and inclusion practices
  • Ensure clinical staff are utilizing evidence based and modern clinical approaches that support the agency philosophy of care to include but not limited to harm reduction strategies, client centered care, collaborative care planning, collaborative documentation, trauma informed care, MAT/MSR and peer support.
  • Collaborate with Director of Behavioral Health Academy to develop and strengthen CCC clinical supervision model and practice.

Skills and Abilities:

  • Knowledge, education, training, skills and supervisory experience in behavioral health and knowledge of higher level of care placement and integrated clinical care model.
  • Knowledge, education, training, skills and experience in providing and supervising services in a highly diverse work environment to a highly diverse and mostly homeless population.
  • Advanced knowledge and skills in counseling and assessment techniques, ability to develop these skills in others.
  • Advanced knowledge and skills in behavioral health, SUDS and dual diagnosis treatment methods, evidenced-based practices and modernized models of care.
  • Ability to manage reporting on outcome measures and key indicators.
  • Ability to consider the impacts and outcomes for underserved communities during decision-making processes.
  • Ability to consider impacts of systems of oppression, structural racism, and individual bias on client outcomes.
  • Ability to understand low barrier access to services and housing for individuals experiencing chronic homelessness and impacts of substance use and mental health disorders.
  • Knowledge of de-escalation methods or ability to be trained in de-escalation methods.
  • Ability to work effectively and efficiently in an environment subject to ambiguity and change.
  • Advanced and proven ability to provide leadership and understanding of change management practices.
  • Ability to demonstrate high clinical decision-making competency and apply ethical decision-making models.
  • Ability to speak in public, facilitate meetings, create and deliver training, facilitate group supervision and prepare presentations, and facilitate multi-disciplinary staffing's.
  • Ability to teach the skills of case consultation, case presentation, clinical rounding and multi-disciplinary care planning.
