SUMMARY: The EAC Supervisor, IPS is responsible for the oversight of employment service contracts for the Employment Access Center (EAC) at the Old Town Recovery Center (OTRC), as they apply to Individual Placement and Support (IPS), and adherence to IPS or its supportive service model. Provides limited manager support to the rest of the contracts for the Employment Access Center due to the contractual constraints of the IPS and ACT programs. As a result of these Fidelity Model requirements, this role could oversee up to 1 additional program but provide supervision to up to 10 direct reports. The IPS Supervisor is responsible for the day-to-day supervision of IPS/ACT Employment Specialist (ES) teams, operational issues, and the effectiveness of program budgets.

This position will provide direct services to EAC clients and is responsible for all employment-related activities, including career exploration, employment preparation, assistance with finding employment, and job retention.

This position requires flexibility of hours, independent decision-making, program planning, employment specialist supervision, quality management, and liaison with numerous outside agencies.

DESCRIPTION OF DUTIES:

  • Conduct weekly group supervision following the principles of IPS/ACT supported employment.
  • Communicate regularly with mental health supervisors to ensure that services are integrated, resolve issues, and advocate for employment.
  • Coordinate services with the Office of Vocational Rehabilitation. Request monthly meetings between Vocational Rehabilitation counselors and IPS team members to discuss how to help people served by both agencies.
  • Arrange for IPS/ACT-supported employment fidelity reviews. Assist with the development of fidelity action plans based on the fidelity report's recommendations.
  • Lead or participate in Steering Committee meetings to help with IPS-supported employment implementation and sustainability.
  • Collaborate with Program Director and senior leaders on budget preparation, review, and responsive action.
  • Work with the Program Director to maintain quality management plan and outcome data collection.
  • Act as a liaison with numerous outside agencies as it relates to the ACT program.
  • Responsible for contract reporting and compliance activities. Prepare required reports in an accurate and timely manner.
  • Provide direct supervision to 3 to 10 Employment Specialists. These duties include, but are not limited to:
  • Hires, trains, and evaluates Employment Specialists. Develops expectations for Specialists regarding employer contacts, the number of jobs started each quarter, and the employment rate (percentage of people employed on each caseload).
  • Assign each Employment Specialist to one or two mental health teams. Attends each mental health treatment team monthly to enhance integrated services.
  • Provides individual supervision for Employment Specialists and frequent field mentoring for specialists who are new to their jobs and those whose outcomes are less than desired.
  • Collects client outcomes from the Employment Specialists every month to share and use those outcomes to assist in setting goals and development plans.
  • Reviews documentation to ensure program records are accurately completed and services delivered are appropriate (e.g., IPS/Vocational Rehab) and effective.
  • Submit reports evaluating programs as needed.
  • Cultivate collaborative partnerships both within CCC and with outside agencies and systems that provide employment, housing, and social services to those living in poverty and homelessness.
  • Attend relevant community partner meetings and employment-related conferences and training.
  • Provide information and assistance to grant managers in order to secure additional funds for program sustainability and expansion.
  • Develop relationships with local businesses/companies to seek donations and to advance job development opportunities for staff and customers.
  • Work with internal service providers to ensure coordinated and streamlined services.
  • Primary liaison with partnering agencies and programs.
  • Represent Central City Concern EAC program to the greater IPS and ACT community.
  • Prepare, review, and maintain contracts with outside agencies.
  • Collaborate with management and applicable internal and external departments in maintaining operations, building repair, maintenance, and safety.
  • Attend all mandatory CCC training promptly.
  • Assist in developing, writing, and implementing standard practices and policies to meet contractual obligations and CCC standards.
  • Participate in compliance, quality assurance, and quality improvement activities as directed.
  • Adhere to all state and federal privacy and security regulations applicable to the program and to CCC policies and agreements regarding confidentiality, privacy, and security.

DESCRIPTION OF OTHER DUTIES:

  • Facilitate vocational classes, workshops and events as needed.
  • Lead and/or participate in customer staffing.
  • Event planning and coordination.
  • Ensure adequate staffing in the EAC building.
  • Perform other duties as assigned.

  • Demonstrated expertise in assisting individuals to develop employment, training, and supportive services plans and providing ongoing support as they work to achieve goals

MINIMUM QUALIFICATIONS:

  • HS Diploma or GED and two years of experience in workforce development, social services, job placement, job coaching, employment and training, or a related field, including some lead/supervisory experience
  • QMHA required.
  • CCC privileging requirements must be met as required by FTCA.
  • Must have current CPR certification before start.
  • Experience providing employment services for individuals with multiple barriers such as homelessness, addiction, or mental health diagnoses.
  • Experience working with homeless and/or recovering chemically dependent individuals is strongly preferred.
  • Knowledge of area employers, housing resources, training providers, human service agencies, and community groups.
  • Must be able to perform considerable intra-city travel.

  • Have the necessary computer skills to accomplish duties.
  • If using a vehicle for agency use, must possess a current driver's license, access to a vehicle, and qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy. Must pass an initial driver training within 60 days of being an approved driver and continued recertification training.
  • Must be able to perform considerable inter-city travel.
  • Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
  • Must pass a pre-employment drug screen, TB test, and background check. If serving Supported Employment customers, this includes clearance by the DHS Background Check Unit.
