This is skilled technical examination and inspection work in securing and maintaining regulatory compliance with municipal and other applicable codes and ordinances governing all phases of construction involving industrial, commercial, and residential structures. Work includes responsibility for the review, evaluation, and processing of architectural, building and engineering plans and specifications; inspection of the construction, alteration and repair activities on building sites and sign installations; and evaluation of existing facilities to ensure regulatory compliance with Florida Building Codes and local City ordinances, and all technical and safety standards. Work requires the exercise of considerable sound judgment, firmness, tact, and initiative, and is performed with considerable independence. Performs specialized, technical responsible and supervisory work relating to all phases and types of inspections and plan review for building code compliance in respective discipline. Plans, assigns, directs, trains, and supervises the Building Inspectors and plans examiners (discipline specific- Structural, Mechanical, Electrical, Plumbing) at pre-determined stages in the construction process; ensures compliance with construction specifications, applicable codes, and ordinances. 

* Performs detailed examination of plans and applications submitted for all structures in conformance with pertinent codes, laws, and ordinances. Including, indicating changes required for conformance to building codes. 
* Reviews qualifications of contractors prior to issuance of building permits.
* Assists contractors, architects, engineers, and the public with building code compliance concerns.
* Performs field checks of building inspectors in cases where there is interpretation conflict and investigates their reports of serious violations.
* Serves on Building-related boards and committees, as requested by the Building Official.
* Works with developers and architects on preliminary project planning to ensure compliance with requirements of City building codes and ordinances.
* Directs and supervises the work of Inspectors and Plans Examiners, as assigned.
* Presents final investigation of plans examiners and building inspectors code interpretations and proposed procedures to Building Official's determination.
* Assists with field inspections, as needed.

* Knowledge of policies, principles, practices, means, methods, and procedures pertaining to building construction and repairs.
* Skilled in customer service and communications, written and verbal.
* Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
* Skilled in using computers for word processing and accounting purposes.
* Ability to read and interpret blueprints, site plans, architectural designs and ensure compliance with appropriate codes and ordinances.
* Ability to perform investigation work when required and write clear, concise, and accurate reports.
* Ability to make long range plans, effective changes and develop efficiency and within daily operations.
* Ability to establish and maintain effective working relationships with City officials, other employees, and the public.
* Ability to use computer software (Word, Excel, PowerPoint, Access, etc.) and enter data accurately from a wide variety of source documents.
* Ability to plan, organize and use sound judgment in evaluating situations and making decisions in accordance with established policy.

Working Conditions:

Risk/Safety Conditions:  

This position requires minimal exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.)

Physical Activities:

The work is light: exerting up to 20 pounds of force occasionally, and up to 10 pounds of force frequently, and negligible amount of force constantly to move objects. Additional requirements include balancing, climbing, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.

Position requires the operation of a City vehicle.

 

(Occasional=1-3 Hrs.; Frequent=3-5 Hrs.; Constant=5-8 Hrs. - Per Workday)

Education and Experience:

* High School Diploma from an accredited high school or possession of an acceptable equivalency diploma is preferred.
* ·         Seven (7) years extensive responsible construction experience; reasonable amount of experience in business and office administration, office procedures and supervision of assigned personnel.

 

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)

Licenses and Certifications:

Possession of or ability to obtain a valid Florida driver's license by date of hire.  

 Must possess certification as a Standard Building Plans Examiner and Standard Inspector in respective discipline, through the State Department of Business and Professional Regulation.
