Job Description Summary:

Under minimal supervision, to coordinate the maintenance and operation of Community Vitality facilities and assets, daily coordination of activities for 810 person maintenance and meter tech crew, and to perform a variety of skilled and semiskilled tasks in the areas of maintenance, repair, construction, and equipment operation, and to perform related duties as required.

The work schedule would be as follows:

Sunday-Thursday, 1pm-9pm.

Job Description:

DUTIES & RESPONSIBILITIES:

Performs as a lead worker by coordinating with the supervisor the maintenance, renovation and construction functions of the City's Community Vitality properties and assets to ensure safe and efficient operations, including the following:

Leads and directs maintenance and meter tech staff and operations: analyzes site conditions, plans, prioritizes, assigns and coordinates maintenance, repair and construction work.

Coordinates with the supervisor to create daily and weekly schedules for field staff, creating flexibility and adjusting as needed.

Provides data to supervisor for overall unit maintenance schedule.

Monitors work in progress to identify problems and to ensure organized and efficient work and quality work product including overseeing contracted work and special events.

Involved with training processes of employees.

Assists the Maintenance Supervisor with input for employee reviews

Oversees training programs related to equipment safety, helps develop appropriate SOP's, helps create record keeping for tools and equipment.

Facilitates good communication with coworkers, supervisors and the public.

Responsible for the coordination and communication between the maintenance and meter tech staff.

Oversees and performs maintenance of all facilities/assets including parking lots, structures, on street amenities, kiosks, signs, back office software and related equipment and hardware.

Oversees the maintenance of surface parking lots to include: stripping, asphalt/concrete repairs, landscaping, signage, lighting, drainage, trash and graffiti removal, and sweeping. Assesses site conditions including: concrete and joints, stairwells, paint, signage, lighting, booths, traffic coatings, stripping, railings, doors and windows.

Provides assistance with other parking maintenance or operations duties including snow removal, garage and equipment cleaning, fleet repairs and purchases and others as needed.

Maintains records of work performed, assists with monitoring budgets.

Ensures that resource conservation techniques are implemented throughout area (recycling, composting, air and water quality protection).

Responsible for performing maintenance/meter tech duties as follows:

Monitors, maintains, and troubleshoots the following systems: PARCS, fire alarm, fire sprinkler, lighting, electrical, elevator, dewatering, irrigation and all other associated systems with parking structures.

Performs general janitorial tasks in keeping the parking facilities clean and safe, including human waste and needle clean up.

Collects and deposits single space meter and multispace pay station revenue, which includes bagging coin and filling out daily manifests.

Monitors, maintains, installs, repairs, removes and upgrades and troubleshoots single space parking meters and multispace pay stations.

Maintains and utilizes specialized parking software, which is used for inventory, audit, and receive reports from single space meters and multispace pay stations.

Utilizes webbased back office and database software to monitor and manage the repair maintenance and collection of multispace pay stations.

Uses laptops, PCs and programmable devices such as PC and SRAM cards in the installation, maintenance, repair and testing of multispace pay stations.

Maintains and updates meter zone maps, bike rack maps, parking signs maps, single space meter and multispace pay station maps using GIS/GPS hardware, software and various maintenance logs and records.

Ability to track existing assets management software as well as reports form T2 Systems, Inc. FLEX software.

Uses tools and equipment in the performance of maintenance and repair tasks including handheld computers, laptops, desktop computers, hand tools, power tools including core drillers, cutting torches, mig welders, ability to do produce light fabrication, use of hammer drills, small gas engines, city vehicles, and related equipment.

Ensures all city and department safety procedures, regulations and policies are observed and followed in order to promote a safe work environment and prevent injuries and illnesses.

Enforces and adheres by organizational policies, rules and safety regulations related to persons using city vehicles, equipment, and parking facilities.

Ensures safe public spaces while completing work tasks and raises safety concerns to appropriate supervisors or contacts.

Trains and supervises staff in safe operation of all equipment and vehicles. Identifies, addresses or elevates any health and safety risks within parking facilities.

Responsible for the safety of self, others, materials, and equipment and uses all required personal protective equipment (PPE). Ensuring PPE equipment is up to date and stocked Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents.

Operates a vehicle or equipment in a safe manner, including avoiding the use of a cell phone.

Reports all injuries, accidents and damage to City property on the same day that they occur.

Adheres to all MSDS requirements when using chemicals and is fully aware of the product specifications and required PPE.

Ensures the appropriate records are being kept.

Oversees contracted maintenance and repair work. Coordinates maintenance activities with construction projects, special events and customer requests.

Coordinates with other Community Vitality work groups, other city departments, contractors, and merchants to ensure safe and successful projects.

Ensures proper use of vehicles, equipment and tools to accomplish tasks. This includes: Ensures proper training before operation.

Performs routine cleaning and maintenance on equipment and tools.

Performs basic safety checks and cleaning of all vehicles and equipment before use. Report all damage and poorly functioning equipment and vehicles to the supervisor and fleet services.

Updates job knowledge to remain current with Community Vitality maintenance practices. Keep current with trends and issues as they affect the professional field of parking and access. Updates job knowledge through attendance and participation in continuing education opportunities such as conferences and specialty schools when offered.

Other:

Performs related duties as required to meet the needs of the City.

Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

Plans work projects; coordinates and directs work crews including the Ready to Work and Jail Crews, and volunteers.

Adheres to and exhibits departmental norms and staff behavioral expectations.

Generally, duties and responsibilities are listed from most to least critical or time consuming.

REQUIRED MINIMUM QUALIFICATIONS:

Education, training, and/or experience (minimum of 3 years) that demonstrates knowledge of parking and access maintenance and structure maintenance practices. Variety of maintenance, equipment operation, and construction experience, including on street kiosk maintenance, parking structure maintenance, hands on experience with back office software and hardware, structural trades experience. Excellent customer service skills with the ability to deal tactfully and effectively with the public in stressful situations. Ability to communicate professionally, courteously and effectively with merchants, business owners, event promoters, coworkers, and the public. Demonstrated ability to act as a lead worker and to plan and coordinate the work of others. Ability to perform record keeping functions. Ability to perform a wide range of physical and manual tasks in an outdoor environment. Willingness to work a flexible work schedule including weekends, some evenings and holidays and during snow events. Experience using personal computers and software such as word processing and email. Valid driver's license and acceptable motor vehicle record. Requires satisfactory results of a background investigation, including criminal conviction history.

DESIRED QUALIFICATIONS - In addition to the required minimum qualifications: Bachelor's Degree, certificate, or documented training in structural trades, building maintenance, project management or a related field. Experience working in urban environments and/or high visitor use areas. Experience/accreditation with IPI, PIPTA or a similar affiliated organization.

Minimum of 3 years in building/structural maintenance. Knowledge in programming, code and/or XML.
