The city of Las Vegas invites applications for the Deputy Neighborhood Services Director.This position assists the director in planning, directing, managing and overseeing the activities and operations of the assigned work units within the Department of Neighborhood Services including services for those experiencing homelessness, programs supporting health and wellness for underserved communities, development of affordable and/or workforce housing, neighborhood revitalization, housing rehabilitation, community engagement, and grants administration and compliance; coordinates assigned activities with other city departments and outside agencies, organizations and the general public; and provides highly responsible and complex administrative support to the Director, Neighborhood Services and the assigned Deputy City Manager or Chief Officer.

Ideal Candidate

The ideal candidate willhave strong leadership and management skills, demonstrated ability to motivate and inspire teams, and a deep understanding of local government operations, housing policies, community engagement strategies, and grant administration.Excellent communication, negotiation, and interpersonal skills are imperative, along with the ability to analyze complex issues, develop innovative solutions, and make strategic recommendations. Experience in working with diverse populations and a steadfast commitment to addressing equity and inclusion in service delivery are highly esteemed.

Supervision Received and Exercised

Receives general administrative direction from the Director, Neighborhood Services, the assigned Deputy City Manager, Chief Officer and higher-level management staff.

Acts as a formal supervisor, exercising direct supervision including monitoring and formally evaluating employee performance, employee selection and discipline.

Selection Process: The selection process will include a review of all applications with only the most qualified participating in an interview. Final candidate selection will include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test and complete background check. Some positions may require preliminary background checks.

The purpose of this recruitment is to establish an eligible list for current and/ or future openings which may include part-time or full-time positions.

EXAMPLE OF DUTIES

Essential Functions:

* Assumes management responsibilities for the day-to-day operations of the assigned work units within the Department of Neighborhood Services including services for those experiencing homelessness, programs supporting health and wellness for underserved communities, development of affordable and/or workforce housing, neighborhood revitalization, housing rehabilitation, community engagement, and grants administration and compliance.
* Participates in establishing, within city policy, the office's strategic plan and appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery and work methods and procedures; allocates resources accordingly.
* Assesses and monitors work load, administrative and support systems and internal reporting relationships for assigned work units; identifies opportunities for improvement; directs and implements changes.
* Assists in planning, directing and coordinating the office's work plan through subordinate managers; develops and implements goals, objectives, policies and priorities for each service area; assigns projects and programmatic areas of responsibility; meets with staff to identify and resolve problems.
* Selects professional, technical and support staff and ensures effective morale, productivity and discipline; plans, organizes, administers, reviews and evaluates the activities of staff directly and through subordinate managers; encourages and provides for staff training and professional development; interprets city policies and procedures for staff; works with employees to develop short and long term goals, monitors accomplishments, establishes performance requirements and personal development targets and provides coaching for performance improvement and development.
* Participates in the development and administration of the office's annual budget; approves the forecast of funds needed for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments as necessary.
* Conducts a variety of organizational and operational studies and investigations; recommends modifications to, and new, programs, policies and procedures as appropriate; prepares statistics, fact sheets, position papers and reports.
* Explains, justifies and defends the office's programs, policies and activities; negotiates and resolves sensitive and controversial issues.
* Represents the Department of Neighborhood Services to other city departments, offices, elected officials and outside agencies; participates in and coordinates department activities with those of other departments and outside agencies and organizations.
* Provides staff assistance to the director, assigned Deputy City Manager, Chief Officer and City Manager.
* Researches, prepares and presents a wide variety of reports, statistics, correspondence and other documentation.
* Participates in, supports and fosters the development of a culture that values people and their differences and is free from inequities and barriers to people reaching their full potential.
* Participates in promoting sustainable, environmentally sensitive development and operations in the community and the office.
* Participates in establishing the strategic direction for the office in alignment with City Council and city of Las Vegas strategic priorities; communicates to all assigned employees their roles in performance measurement and achieving strategic priorities; and works with staff to report measures to the city's executive team and all members of the office.
* Provides staff support to assigned boards and commissions.
* Responds to and resolves the most difficult and sensitive citizen inquiries and complaints.
* Attends and participates in professional group meetings; stays abreast of trends and innovations related to community services.

MINIMUM REQUIREMENTS

Experience:

Five years of increasingly responsible experience in community services program development and implementation, urban development, or neighborhood/community services, including three years of administrative and supervisory responsibility. Experience must also include federal, state or local grant administration.

Training:

Bachelor's degree from an accredited college or university with a major in urban planning, urban design, human services, public administration, business administration or a field related to the essential functions. May substitute a combination of equivalent education and related experience. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.
