Description

DEFINITION:

Under the direction of a department head or other executive level officer, functions as the Director of Human Services, assists in the planning, organization, and coordination of the functions, programs and activities of the organization; does other related duties.

Examples of Duties

EXAMPLES OF WORK:

Plans, organizes, administers or contracts various human services programs to meet the needs of the jurisdiction, which may include day care, substance abuse, mental health, counseling and other treatment or prevention programs.

Develops and prepares the organization's budget.

Evaluates the effectiveness of human services programs financed or administered by the jurisdiction.

Coordinates planning efforts with those of other units, agencies or organizations.

Conducts studies to identify the human services needs of the jurisdiction.

Establishes and maintains cooperative working relationships with other organizations and groups interested or involved in the work of the unit.

Provides assignments and instruction to staff and supervises their work performance.

Establishes guidelines for the effective delivery of services.

Prepares reports and correspondence.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Typical Qualifications

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Eight (8) years of professional experience in the administration and/or planning, organization and coordination of human services programs including responsibility for supervision of staff.

OR

Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the various types of human services programs.

Knowledge of program planning, organization and coordination methods.

Knowledge of program evaluation techniques.

Knowledge of the methods used to conduct studies.

Knowledge of methods used to develop and prepare budgets.

Ability to plan, organize, administer or contract human services programs to meet the needs of the jurisdiction.

Ability to evaluate the effectiveness of human services programs.

Ability to establish and maintain cooperative working relationships with others interested or involved in the work of the unit.

Ability to develop, prepare and administer the budget.

Ability to coordinate planning efforts with those of other agencies or units.

Ability to interpret laws, rules, and regulations, standards, and apply them to specific situations.

Ability to conduct studies to identify human services needs.

Ability to establish guidelines for the effective delivery of services.

Ability to provide assignments and instructions to staff and supervise their work performance.

Ability to develop and prepare the budget.

Ability to prepare reports and correspondence.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
