Description

Performs complex professional work planning, managing, and directing the Hopewell Regional Wastewater Treatment Facility, and related work as apparent or assigned. Work involves setting policies and goals. Departmental supervision is exercised over all department personnel.

Examples of Duties

* Plans, organizes, and manages department staff; recruits and selects personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules.
* Conducts long-term planning including future capital planning and new environmental initiatives, recommending policy changes, and for the department's budget preparation and control.
* Prepares and administers department budget; reviews and codes invoices for department purchases; orders equipment and parts; approves contracts for large repairs; monitors expenditures.
* Prepares and recommends policy changes as necessary to maintain compliance with new environmental initiatives.
* Prepares correspondence and various reports for the Commission, the City Council, regulatory agencies, and City management.
* Plans and manages treatment plant operations; develops programs designed to reduce costs and improve services.
* Exercises regulatory oversight over the issuance of permits and coordinates compliance activities with other City departments and enforces the City Sewer Use Ordinance.
* Consults with key management team members on department operations and works with other departments on citywide issues and projects.
* Represents the City and the department before various committees, localities, and regulatory bodies.
* Develops goals, objectives, and implementation plans for water resource activities; proposes to City Leaders current and long-range plans for water.
* Prepares and presents Capital Improvement Plans (CIP); oversees studies and data analysis for CIP proposals
* Reviews, negotiates, and recommends engineering agreements to City leadership; administers contracts with consultants and engineers; coordinates construction and engineering services.
* Reviews contracts, contractor estimates, and oversees construction activities
* Reviews and/or participates in the preparation of specifications and bid documents for structures, equipment, and materials
* Negotiates interlocal agreements with municipalities for water and sewer activities
* Recommends updates to and/or new ordinances related to the operation and administration of the Department
* Keeps abreast of all regulatory impacts and requirements for water, sewer and stormwater utilities
* Prepares and submits reports to the City's leaders
* Reports to facility in situations deemed as emergencies; remains on call 24/7; responds to City management outside of standard business hours
* May brief the media, at the request of City leadership, on high visibility activities

Typical Qualifications

Minimum Education and Experience:

* Bachelor's degree with coursework in biology, chemistry, civil or environmental engineering, or related field and extensive experience in wastewater treatment including supervisory experience, or equivalent combination of education and experience. Master's degree preferred.

Licenses and/or Certifications:

* None

Knowledge:

* Thorough knowledge of wastewater treatment and environmental engineering principles and practices and related equipment
* Knowledge of current environmental regulations, including air, water regulations and pretreatment regulations

Skills:

* Leadership and strategic planning skills
* Analytical, time-management, influential, and strong oral and written communication skills

Abilities:

* Ability to work with public and non-governmental agencies/organizations
* Ability to build consensus on legislative and environmental regulatory issues
* Ability to deal with multiple projects/issues at the same time
