Director of Analytics and Accountability

ROLE AND PURPOSE:
The Director of Analytics and Accountability is responsible for managing, developing and integrating data analytics tools properly so insights and academic trends can be derived efficiently.
The Director will lead the district in all areas related to the state's accountability system including rule execution, logic modeling, internal projections, and A-F dashboards.
The Director will serve as the liaison to TEA's Division of Performance Reporting.
QUALIFICATIONS:
Education/Certification:
Bachelor's degree from an accredited institution (Master's, PhD, or EdD highly preferred)
Experience:
Minimum of three years of successful data analytics, reporting, and visualization experience
Minimum of two years of successful administrative experience with state accountability systems
Special Knowledge/Skills:
Extensive knowledge of federal and state laws applicable to the state accountability systems
Proven skills in the interpretation and appropriate application of accountability rules
Knowledge of database structures, SQL programming, and PowerBI dashboard platforms
Expertise in conducting staff development and/or training
MAJOR RESPONSIBILITIES AND DUTIES:
I. INSTRUCTIONAL MANAGEMENT
Work collaboratively with the Assistant Superintendent of Research and Accountability to establish data analytics best practices and provide guidance on appropriate methods of displaying data.
Manage and execute appropriate psychometric practices and processes for scaling assessments.
Manage and optimize processes for data science life cycles (e.g., data intake, validation, mining, engineering, modeling, visualization, and communication deliverables).
Build, develop and maintain data models, reporting systems/dashboards, and performance metrics that monitor areas of district focus.
Lead cross-functional projects using advanced data analysis techniques to discover insights that will guide strategic decisions and uncover optimization opportunities.
Design and implement computer programming packages aimed at crafting internal A-F projections for the district and campuses with the assurance that new rules and logic are appropriately applied on local and state assessments.
Establish and implement appropriate procedures for evaluating and verifying the accuracy of all state and federal accountability data and documents.
Ensure proactive, effective communication with TEA regarding complex state accountability rules.
Execute the process for determining district annual enrollment projections.
Participate in the district-level decision-making process to establish and review the district's goals and objectives as related to assessment and accountability.
Recruit, train, develop and supervise analyst-level employees.
Ensure accuracy of data and deliverables prepared by analyst-level employees according to departmental quality expectations.
II. SCHOOL/ORGANIZATION CLIMATE
Attend and participate in department director, academic services, and other district-level meetings and committees.
Develop systems of communication that establish consistent, efficient, and collaborative processes for providing guidelines, services, and support to campus and district staff.
Exemplify effective problem-solving methods that are customer-service oriented.
Engage the Research and Accountability Department administrative leadership team in collaborative processes to identify and develop systems that support the department's administration functions in order to promote efficiency, teamwork, and a professional work environment.
III. SCHOOL/ORGANIZATIONAL IMPROVEMENT
Oversee the district data/report/information requests process from schools, departments, and administrators: tracking requests submitted, prioritization, approval, etc.
Produce accurate, comprehensive data files necessary for the Office of Research, Evaluation, and Analysis to conduct inferential statistical analyses.
Review, evaluate, and interpret accountability systems and rules to train and advise school administrators and district leaders on new regulations.
Communicate and collaborate with Academic Services directors as appropriate to ensure alignment and create appropriate support systems and structures.
IV. ADMINISTRATION AND FISCAL/FACILITIES MANAGEMENT
Assist the Assistant Superintendent of Research and Accountability to develop a department budget based upon program needs, estimated enrollment, projected staffing, and other fiscal considerations.
Manage the daily operations of the district analytics and accountability division.
Research current analytics practices and determine appropriate action for a variety of projects.
V. SCHOOL/COMMUNITY RELATIONS
Participate as an influential team member who contributes to district, department, and content goals.
Prepare presentations related to assessment and accountability for Board of Trustee meetings, senior staff presentations, principal meetings, and other departments.
Influence policy decisions at the state level related to accountability by providing feedback based on research, analysis, and evaluation.
VI. PROFESSIONAL GROWTH AND DEVELOPMENT
Establish ongoing goals for professional learning to remain current in innovative and effective analytics and accountability practices.
Maintain a network of professional colleagues and membership in professional associations, attend relevant conferences, and stay current on professional literature in the area of data analytics and accountability.
Identify new methods in areas of analytics or programming to support decisions and apply new knowledge and skills to improve programming, campus support, and district operations.
VII. PERSONNEL MANAGEMENT/SUPERVISORY RESPONSIBILITIES
Select, interview, recommend staff for hire, and orient new department staff members.
Supervise, coach, and appraise staff as assigned within the analytics and accountability division.
Prioritize and delegate department tasks related to analytics and accountability.
Recognize and advance shared leadership by developing capacity for leading and learning.
Provide two-way communication and meet regularly with the leadership team and direct reports.
Promote performance improvement among administrative and professional staff, including identifying individual strengths and areas for improvement and opportunities for professional learning.
Encourage and facilitate the development of leadership among staff.
VIII. MISCELLANEOUS
Perform other duties as may be assigned by the Assistant Superintendent of Research and Accountability.
Travel district-wide and occasional out-of-district.
