Job Description
Director of Human Resources
The ADAMHS Board of Cuyahoga County is seeking a Director of Human Resources. The Director of Human Resources Reports to the Chief Operating Officer (COO), and is responsible for administering all aspects of human resources’ activities: recruitment and retention, hiring, compensation setting, payroll, benefits, timekeeping, policy development and adherence, new employee orientation, staff training, employee relations, collective bargaining and labor relations.
DUTIES AND RESPONSIBILITIES
Coordinates complete employment functions. Plans and recommends staffing projections, recruitment strategies, monitors/reviews departmental adherence to recruitment/selection procedures and regulatory compliance issues.
Assures that position descriptions are periodically monitored and reflect job functions of employees, performance appraisals are completed, personnel records and files are properly maintained and preparation of necessary reports.
Participates in collective bargaining related duties including negotiations, providing advice to management, conducting research on labor relations issues and administering/monitoring compliance with the labor contract.
Assists staff with resolution of personnel related issues by analyzing the issues and problems, interpreting policies and recommending effective courses of action and provides guidance to management and participates in disciplinary actions.
Serves as liaison to the Board’s Employee Assistance Program.
Oversees the implementation of payroll, timekeeping and benefits.
Develops/updates personnel policies using established processes; trains staff on new/revised policies.
Develops guidelines and procedures utilizing human resources best practices, systems and methodology.
Coordinates new employee orientation; orients new staff to all human resources policies. Processes new-hire forms.
Coordinates and/or conducts exit interviews.
Performs compensation duties including salary reviews/surveys and job analysis.
Plans and directs employee training activities.
Ensures legal compliance by monitoring and implementing federal and state requirements. Adheres to FMLA, ADA, Affirmative Action Plan, Civil Rights compliance, etc.
Performs EEO/AA duties including writing and administering affirmative action plan. Delivers training in EEO/AA. Compiles and submits EEO statistical reports.
Serves as a member of the Management Team and attends meetings as required.
Consults with legal counsel as appropriate and/or as directed by the CEO or COO.
Liaison to State Department of Administrative Services and the Cuyahoga County benefits and payroll offices.
Serves as the organization’s Civil Rights and Section 504 Coordinator.
Designs and oversees diversity recruitment and retention programs that foster workplace inclusivity.
Serves as staff support to the Eliminating Structural Racism Work Group as well as other diversity, equity and inclusion coalitions.
Assists with workforce development issues for both the Board and its provider network.
Coordinates back-up coverage for the front desk.
Supervises the receptionist and staff as assigned. Maintains staff job results by coaching, counseling and disciplining employees, and planning, monitoring and appraising job results.
Supervises Transitional Employees in the area of clerical support. Serves as liaison to ADAMHS Board’s Transitional Employment Program with Magnolia Clubhouse.
Coordinates human resource related special projects/studies as requested by the CEO or COO.
Maintains professional knowledge by attending workshops and reviewing professional publications.
Other related duties as assigned.
Qualifications & Requirements
MINIMUM QUALIFICATIONS
Bachelor’s degree in human resources management, business, social science, public administration or related field.
Five years of relevant work experience.
Knowledge of federal, state, and local laws and regulations governing human resources activities.
Ability to analyze human resources issues and problems, including interpretation of policies and ability to devise courses of action.
Knowledge of research and statistics analysis techniques. Strong computer skills.
Thorough knowledge of grievance and arbitration procedures.
Demonstrated ability to support organizational change.
Demonstrated ability to implement diversity, equity and inclusion (DEI) strategies aligned with organizational goals.
Ability to make clear, concise, and effective oral and written presentations.
Strong interpersonal skills. Ability to deal with conflict.
Must be respectful of diversity in the workplace.
PREFERRED QUALIFICATIONS
Prior experience in collective bargaining/ negotiations.
