JOB SPECIFIC COMPETENCIES

Strategic Planning and Tools

Strategic Planning: Collaborates with the director to develop and implement strategic plans at the divisional level.
Tool Development: Creates tools and methodologies to streamline and enhance operational and financial processes.
Policy Development: Works with the director to establish divisional policies and implement internal control systems.

Clinical Operations Management
Policy and Control Establishment: Develops and enforces policies and internal controls in clinical operations, ensuring robust financial due diligence in high-risk areas.
Operational and Financial Analysis: Conducts in-depth analyses of financial, productivity, and operational activities of Radiation Oncology (RO) faculty's clinical practices.
Budget Oversight: Directs the preparation, submission, monitoring, and reporting of the RO PIC budget.

Clinical Research Operations Management
Research Operations Oversight: Manages research operations across 10 departments, involving over 100 Principal Investigators (PIs) and 490 active and inactive grants.
Financial Management: Develops financial reports, prepares, and monitors departmental research budgets and expenditures.
Grant Management: Advises PIs on grant finances, proactively managing grants to avoid under or over expenditure. Manages the lifecycle of grants from submission to closeout.
Effort Certification Compliance: Ensures the accuracy and compliance of effort certification processes.

Financial and Operational Analysis
Conducts comprehensive qualitative and quantitative analysis, including financial, cost/benefit, revenue, and operational assessments.
Identifies opportunities for revenue growth, productivity enhancements, and operational efficiency.
Utilizes predictive analysis to forecast trends and support data-driven recommendations.
Completes feasibility studies and financial analysis of new programs to assess their potential benefits and contributions to the Division of Rad Onc and institutional margins.

Budget Management
Manages the entire budget process, including preparation, review, organization, and submission of both annual and quarterly budgets.
Oversees budgets that generate over $300 million in revenue and incur $130 million in operating expenses.
Reviews and recommends improvements to the budget process, facilitating new program development and enhancement.
Compiles and submits the Division of Rad Onc's Annual Budget and Quarterly Forecasting to the Budget Office.
Prepares periodic reports and establishes guidelines and procedures for the Rad Onc Department Leadership.

Policy and Internal Controls
Develops and enforces policies and internal controls to maintain compliance and operational efficiency.
Establishes and monitors internal control systems, ensuring adherence to institutional guidelines.
Identifies and develops methodologies for operational and financial benchmarks and performance standards.
Develops tools to generate metrics for routine reporting and benchmarking.
Assists the division in utilizing benchmarks for financial, productivity, and quality improvements.
Develops staffing models for division-wide use.

Communication and Coordination
Communicates with Division Heads, Department Chairs, Faculty, Administrative Staff, and Executive Leadership regarding budget activities, effort reporting, budget timelines, analysis, and updates.
Facilitates communication between the Division of Rad Onc and various institutional offices, including Budget and Forecasting, Accounts Payable, General Accounting, PRS, Medical Informatics, Human Resources, Sourcing and Contract Management, Patient Care Facilities, and Management Information Systems.
Ensures alignment with institutional standards and objectives across all financial and operational activities.

Account Monitoring and Compliance
Monitors division account reconciliations and internal controls, including Professional Charge Capture Reports and Effort Reporting.
Recommends changes to ensure compliance with institutional guidelines and optimize financial performance.
Manages the position review process, reviewing department submissions and providing recommendations for faculty and classified positions.

Training and Development
Serves as a resource for training financial personnel across the division.
Provides ongoing support and training to enhance the financial acumen of division staff.

Education
Required: Bachelor's degree in Business or related field.

Experience
Required: Six years of advanced financial management experience to include three years of managerial experience. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.

Must pass pre-employment skills test as required and administered by Human Resources.

Preferred Experience:
Experience with ECRT
Familiarity with EPIC, PeopleSoft, and other financial systems
