Job Description:The Director of Finance will coordinate and manage the daily activities of the District’s accounting functions, including interface with the third-party accounting firm.

Essential Functions and Duties:

Administer Annual Budget of The District:
  • Develops, implements, and supervises procedures to be used in the preparation of the annual budget.
  • Prepares necessary revenue and expenditure projections.
  • Reviews proposed expenditures to determine that within the framework of the District's adopted budget and establish and maintain a system for controlling and preventing over-expenditure of the budget.
  • Participates in the review of the proposed budget and prepares interim and final budget reports.
  • Prepares cash projections and reports.

Administer Central Accounting Department of The District:
  • Manages, supervises, and/or performs district-required duties in the following categories: Auditing, Child Accounting, Cash Management, Investments, and Tax Administration. 
  • Coordinates and supervises all accounting procedures and functions of the district and prepares financial reports for Board and administrative use.
  • Supervises personnel engaged in the administration of accounting and grant fiscal accounting.
  • Initiates and sustains procedures and schedules for preparing, auditing, and distributing disbursement checks, cash receipts, and payroll, including maintaining accounts receivable and bonds payable.
  • Prepares, maintains, audits, and furnishes information for financial, operational, and statistical reports and records as necessary.  Prepares and analyzes monthly and annual financial reports.
  • Maintains bond issue records and performs necessary audits.
  • Prepares formal responses to annual audits and implements audit recommendations as necessary.
  • Prepares and files the ISBE General State Aid, Supplemental, and other reports to state and federal agencies.
  • Prepares, reviews, or directs all accounting entries (transactions and journals) for the District and related sponsored programs and restricted funds.
  • Manages the Area Special Education Cooperative and Regional Vocational Education accounting.
  • Manages and prepares materials for special accounting projects.
  • Supervises tax collections, including delinquent taxes, and prepares appropriate tax information reports. Files the required complaints with the applicable district justice. 
  • Reviews and analyzes tax collection revenue on a monthly basis. 
  • Prepares and submits tax resolutions for the Board. Ensures the timely collection, transfer, and reconciliation of funds from taxing authorities to the District. 

Grant Fiscal Accounting:
  • Assumes responsibility for post-award grant accounting, thus ensuring compliance with funding source administrative guidelines, timely receipt of revenue, accurate submission of financial reports, A-133 Audit, and orderly closure of projects.
  • Provide training & workshops to all grant stakeholders on how to more efficiently and effectively manage their respective grants by following board policy, granting agency guidelines, and all applicable federal regulations related to special programs.
  • Directly consult with all stakeholders (superintendent, program managers, principals, bookkeepers, etc. concerning the sponsored programs and other restricted accounts as they relate to the financial administration of grants. This includes interpreting federal requirements and granting agency guidelines of such grants.
  • Prepare all applicable expenditure reports for sponsored programs and ensure the timely submission thereof.
  • Attend professional development training and stay abreast of the Office of Management and Budget Circulars and their applicability to grants management related to A-133 audit.
  • Proposing policies and procedures related to restricted funds for review and implementation by Program Managers.
  • Assisting Grant Program Managers in the financial reporting and other administrative requirements of their grants/contracts, state Memorandum of Agreements, and training.
  • Monitoring/tracking the status of each program through its program life cycle
  • Knowledge of the Grant Accounting Handbook will be the policies and procedures manual for all program managers over special programs and grants/contracts.

Assist with School Board Meetings/financial Oversight Panel:
  • Supervises staff involved in preparing financial matters and personnel matters exhibits for school board meeting agencies.
  • Assists with writing the minutes of school  FOP (Financial Oversight Panel)  meetings.
  • Assists with the final preparation of the agendas for the school FOP (Financial Oversight Panel) meetings as may be necessary.

Miscellaneous:
  • Serves as a resource person for negotiations with employee groups.
  • Works under the general guidance of the Chief Financial Officer/ Chief School Business Officer in administering the planning and evaluation functions of the Finance Department.
  • Serves as Acting Chief Financial Officer during periods of long-term absences of Chief Financial Officer.
  • Assists in establishing and maintaining good relations with civic, professional, service, parent organizations, and the community in general, and having an active interest and involvement in community activities.
  • Maintain regular attendance.
  • Assist in the closing of the district’s fiscal year-end books as needed.
  • Performs other duties as assigned

Knowledge and Ability:
  • Knowledge of federal regulations (i.e., A-133 and A-87) related to local, state, and federal sponsored programs.
  • Knowledge of productivity-based applications, including word processing, spreadsheets, and databases.
  • Knowledge of general fund accounting and fiscal management principles
  • Ability to work tactfully and effectively with administrators, employees, and the public
  • Ability to supervise and evaluate the performance of assigned staff
