Job Overview:The Vice President of Fiscal Intermediary Services will lead and manage all fiscal operations for a human services-focused organization, serving as a strategic partner to ensure compliance, financial integrity, and efficient delivery of fiscal intermediary services in New Jersey. This individual will work closely with human services providers, government agencies, and clients to manage financial transactions, ensure regulatory compliance, and oversee budgeting and financial planning processes. The VP will drive innovation and improvement in service delivery, building strong relationships with internal teams and external partners. Key Responsibilities:Strategic Leadership:
  • Develop and implement strategies to enhance the fiscal intermediary operations in alignment with the organization's mission and goals.
  • Oversee the execution of financial programs that assist clients in managing funding for human services-related expenses, such as home-based care and individual support programs.
  • Lead initiatives to streamline financial processes and improve the accuracy and efficiency of service delivery.
 Financial Management & Compliance:
  • Ensure the organization complies with all state and federal financial regulations, including Medicaid, Medicare, and other public funding streams.
  • Oversee budgeting, financial reporting, and audits to ensure transparency and accountability.
  • Monitor financial risk and implement controls to maintain the financial health of the organization.

Operations Oversight:
  • Supervise and lead the fiscal intermediary team, ensuring high performance and compliance with contractual obligations.
  • Collaborate with other departments (IT, Human Resources, and Program Management) to improve financial workflows and data accuracy.
  • Drive continuous improvement in financial systems, including payroll processing, billing, and vendor payments.
 Stakeholder Engagement:
  • Build strong relationships with state agencies, service providers, and community organizations to ensure the effective coordination of financial services.
  • Serve as the primary point of contact for external auditors, funding agencies, and regulatory bodies.
  • Advocate for clients and service recipients to ensure that financial support is delivered in a timely and accurate manner.
 Policy & Program Development:
  • Provide leadership in the development of policies and procedures that support the organization's fiscal intermediary services.
  • Collaborate with executive leadership to explore new business opportunities and expand service offerings.
  • Keep the organization informed of changes in regulatory and financial policies affecting the fiscal intermediary landscape.
 Qualifications:
  • Bachelor’s degree in finance, accounting, public administration, or a related field; MBA, CPA, or CFA preferred.
  • Minimum of 10 years of experience in financial management, with at least 5 years in a senior leadership role, ideally within human services or healthcare sectors.
  • Strong knowledge of Medicaid/Medicare regulations, state funding mechanisms, and public assistance programs.
  • Proven track record in managing large-scale financial operations and driving strategic improvements.
  • Excellent communication, negotiation, and interpersonal skills with a strong client-service orientation.
  • Experience in leading teams and managing change within a complex financial environment.
