The Overdose Response Strategy (ORS) is an initiative designed to enhance public health-public safety collaboration and strengthen efforts to reduce drug overdose deaths. The ORS is funded by the Centers for Disease Control and Prevention (CDC) and the Office of National Drug Control Policy (ONDCP) to help communities reduce fatal and non-fatal drug overdose rates by improved information sharing across public health and public safety agencies, and by supporting evidence-based intervention.

The ORS program places Public Health Analysts (PHA) and Drug Intelligence Officers (DIO) in 50 states, Washington, D.C., Puerto Rico, and the U.S. Virgin Islands. PHA positions are funded by CDC through the CDC Foundation and DIO positions are funded by ONDCP through the High Intensity Drug Trafficking Area (HIDTA) program. These state teams form the foundation of the ORS and work to promote overdose prevention and response efforts, and increase communication, data flow, and intelligence sharing between public safety and public health within and across ORS states and jurisdictions.

With the expansion of the ORS, the CDC Foundation desires to enhance its capacity to support and provide technical assistance to PHAs. To support these efforts, the ORS Performance Technical Advisor will support the ORS Network and be responsible for supporting program reporting and evaluation efforts, as well as supporting the work of PHAs and DIOs.

The ORS Performance Technical Advisor is a full-time remote role with periodic travel to Atlanta, Georgia, and other locations as needed for regional meetings, site visits, and team meetings.


Responsibilities
  • Support the implementation and direction of the improvement of the ORS sustainability plan which includes the ORS logic model and executing the strategic and evaluation plans.
  • Provide technical assistance to PHAs and jurisdiction partners through regular check-in calls, webinars, and other meetings; provide resources, guidance documents, and subject matter expertise as needed and/or requested.
  • Support ORS program reporting by tracking and disseminating activities related to ORS program goals, evidence-based strategies, best practices and national priorities.
  • Support the dissemination of internal reports to ORS program leadership to ensure performance standards/program goals are met in accordance with the strategic plan.
  • Support with dissemination of reporting which includes quarterly ORSTRS reports; assist with content for the ORS Annual report and ORS newsletter in collaboration with the ORS Communications team.
  • Respond to information requests from senior leadership across CDC, the CDC Foundation, ONDCP, and public safety and health partners, as needed.
  • In coordination with CDC Foundation grant leads, support the needs, vision, and management of contractual work for the ORS program (i.e., management of ORS Team Reporting System) and enhance reporting processes.
  • Assist with process development and implementation for key stakeholders, field staff, partners, to provide feedback on the ORS.
  • Assist with implementation and development of recommendations for performance improvement.
  • Identify and implement improvements for PHA/DIO program engagement and cross-collaboration.
  • Develop specialized knowledge of the overdose drug threats in assigned states and jurisdictions.
  • Support the strategic planning and action plan development processes for assigned jurisdictions.
  • Develop new and innovative approaches for disseminating program performance to internal and external stakeholders.
  • Represent the CDC Foundation and ORS at meetings and events.
  • Participate in and/or lead special projects or other duties as assigned.
Required Qualifications
  • Master’s degree in public health, social sciences or a related field.
  • Minimum five (5) years relevant professional experience with at least one (1) year direct experience working in substance use disorder, harm reduction, drug policy and/or public health and public safety partnerships.
  • Minimum of one (1) year related work experience in program evaluation.
  • Experience providing in-person and remote technical assistance to individuals, programs or awardees.
  • Experience in developing and implementing program monitoring and evaluation plans, logic models, surveys, and/or assessment tools.
  • Strong quantitative data analysis skills and experience working with Excel, SAS, SPSS, STATA or a similar statistical software package.
  • Strong qualitative data collection and analysis skills and experience working with software packages.
  • Excellent written and verbal communication and interpersonal communication skills.
  • Demonstrated experience communicating effectively across diverse audiences, including law enforcement.
  • Excellent organization and project management skills, with the ability to manage multiple projects simultaneously with competing timelines.
  • Demonstrated experience facilitating virtual meetings.
  • Ability to take initiative and be a creative problem-solver.
  • Experience developing, implementing, and/or evaluating nationwide training and technical assistance initiatives.
  • Ability to engage in strategic partnerships and work effectively with diverse stakeholders, including law enforcement professionals.
  • Demonstrated ability to work well independently and within teams.
  • Demonstrated experience working with remote partners and teams.
  • Proficiency in Microsoft Office, Google Drive, and Zoom.
Desired Qualifications
  • At least one (1) year of experience with the ORS.
  • Experience working with High Intensity Drug Trafficking Area (HIDTA) programs or other public safety/law enforcement agencies or organizations.
