IT Program/Project Manager - Hybrid (Not open to C2C, H1B or Sponsorships)
Duties:
- Responsible for overall coordination, status reporting, and stability of project-oriented work efforts. Responsible for multiple work efforts of any size, from minimum complexity system/customer impacts to greater complexity system/customer impacts.
- Adheres to project management processes and methodologies to ensure projects are delivered on time, within budgeted hours, adhere to high-quality standards, and meet ISSM expectations.
- Monitors project plans, assignments, and work efforts daily. Ensures resource needs are assigned appropriately and escalates functional, quality, and timeline issues. Tracks key project milestones and adjusts project plans to meet the needs of work effort. Responsible for leading the project from inception to final business acceptance and implementation. Mentors other project leads and participates in the training and development of staff.
- Develops and monitors project plans, risk management plans, and project documentation from scope to post-implementation. Ensures project documentation and deliverables are complete, on budget, within scope, and by standards.
- Identifies items that impact the scope, budget, risk, and resources of the work effort. Monitors resource requirements based on project specifications. Ensures resources are assigned to meet project objectives while managing project hours budgeted.
- Responsible for the development, execution, and maintenance of project communications. Facilitates effective communications between all parties involved in the project and/or work efforts. This will include meetings, correspondence, status reports, and other documentation.
- Identifies the impact of issues arising from the work efforts and/or resource requirements. Manages the project issues throughout the project life cycle. Communicate the implications of changes to the project scope with senior management and other appropriate parties.
- Responsible for ensuring all work efforts have appropriate documentation for audit purposes utilizing project methodology standards by the ISSM.
- Coaches, develops, mentors other team members. May provide guidance and leadership to staff pertaining to training and department initiatives. May provide oversight for a group of work efforts as requested. May perform peer reviews of project artifacts.

- Lead several projects (one to five) in a strong matrix environment executing Software Development Lifecycle methodologies.
- Developing and monitoring project plans, communication plans, risk management plans, and project artifacts from project initiation to post-implementation/closure.
- Ensures project deliverables are complete on time, on budget, within scope, and in accordance with standards:
- Responsible daily for the development, execution, and maintenance of project plans and project communications: facilitating effective communications between all parties involved in the project, including meetings, correspondence/recaps, status reports and other project artifacts per BCBSSC standards.
- Monitors resource requirements and assigns deliverables based on project specifications. Ensures resources are assigned to meet project objectives while managing project hours budgeted.
- Identifies and manages tasks and issues that impact the scope, budget, risk, and resources of the work effort to ensure delivery as planned.
- Provides both written and verbal project status updates upon request.

Highly effective ability to lead multiple multidiscipline, high-performance work teams throughout the project life cycle. Advanced ability to negotiate terms and scope of work documents. Advanced ability to prepare and present formal presentations to senior management. Proven ability to manage all phases of work effort from inception to completion. Highly effective strategic thinking skills. Proven effectiveness in conducting analysis of project triple constraints. Required Software and Tools: Advanced knowledge of Microsoft Office and project management tools. Work Environment: Fast paced, dynamic environment.
Education:
Required Education: Bachelor's Degree or 4 years of job-related work experience or 2 years of job-related experience plus an associate’s degree in any major. Required Work Experience: 7 years IT experience in a leadership capacity, including 4 years leading multiple concurrent project teams. Preferred Licenses and Certificates: PMP Certification
