About the Governance and Service Delivery (GSD) Practice

Athena’s GSD team provides tailored support to water, sanitation and hygiene (WASH) institutions, facilitating efficient and inclusive service delivery within complex systems. We work with decision-makers to design technical and institutional interventions that respond to evidence and local challenges.

About the role: The GSD Practice is seeking a mid-career professional to support its growing WASH governance, data, and learning portfolio. The Senior Consultant will report directly to the Practice’s Director – Governance and Service Delivery, providing project administration, technical delivery, communication, client management, and business development support.

Core Job Responsibilities

  1. Lead project management and/or administration, including preparing draft technical scopes of work or budgets.
  2. Contribute to the development and presentation of memos to clients based on relevant research and documentation.
  3. Provide exceptional quality technical inputs and analysis in response to client and supervisor direction.
  4. Create or contribute to research, analysis, translation, copyediting, and writing to support technical products and deliverables.
  5. Meet internal and client cost and activity tracking and reporting requirements.
  6. Support proposal development for new business opportunities.

Qualifications and Competencies

  1. Master’s degree in relevant field + 2-4 years relevant experience (or Bachelor’s + 4-7 years).
  2. Substantive developing country experience, preferably in Sub-Saharan Africa.
  3. Demonstrated excellence in coordinating and managing project responsibilities.
  4. Exceptional written and verbal communication skills.
  5. Strong data analysis skills.
  6. Excellent organizational skills and attention to detail.
  7. Proactive and resourceful with exceptional problem-solving skills.
  8. Ability to manage multiple tasks simultaneously and work well under pressure.
  9. Ability to coordinate activities across multiple geographies and time zones.
  10. Strong team player committed to collaboration.
  11. At least intermediate proficiency in Microsoft Excel and Word.
  12. Motivated by Athena’s mission and values.
  13. Good time management skills and ability to perform under pressure.
  14. Willingness to travel (estimated up to 10%).

Preferred

  1. Experience working with or for USAID.
  2. Experience supporting water and sanitation service delivery in developing contexts.
  3. Experience in proposal writing.
  4. Facility in French (minimum Foreign Service Institute Level S3 & R3, or equivalent).

  1. Successful completion of a reference check.
  2. Must not be subject to employment restrictions from a former employer.
