PATH is seeking a Senior Technical Director for an anticipated USAID-funded Digital Health, Health Information Systems, and Data Use project. The project will aim to advance partner countries' national health information systems (HIS), digital health ecosystems, and optimize the availability, quality, and use of information to achieve national and global public health objectives.
The Senior Technical Director will be responsible for leading the approach to develop an effective HIS country program in accordance with the program purpose, and for executing, monitoring, tracking, and reporting on the progress of the country programs under the project.
Please note this position is contingent upon award to PATH and approval from USAID.
Responsibilities
- Provide technical leadership and guidance for implementation of the work plan.
- Supervise Technical Advisors and oversee the work of consultants in regional and country activities.
- Work closely with the Program Director, Deputy Director, and other senior technical staff to contribute to continuity across program implementation areas.
- Provide direct technical assistance, and quality control and oversight to additionally assigned technical assistance teams.
- Analyze host country government health information systems to identify strengths and gaps through application of comprehensive framework.
- Analyze host country government health data governance policies and practices to identify strengths and gaps through application of the Health Data Governance Principles and other accepted policy frameworks.
- Advise host country governments on integration of systems and platforms.
- Advise host country governments on policy and other enabling environment improvements to strengthen HIS data governance, and data use across their health sectors, including engagement with non-governmental institutions such as institutes of higher learning.
- Develop plans for capacity strengthening in data use and digital systems across health systems, utilizing best practices and latest technologies.
- Understand issues around localization and data sovereignty in relations to digital health interventions.
Required qualifications and experience
- Minimum of a master's degree in public health, health informatics (preferred), or a related field.
- At least ten years of progressively more senior-level experience including supervision and management experience.
- At least five years of experience with health informatics, data use and governance, or ICT/digital health work in low- and middle-income countries (LMICs).
- At least five years managing a complex international development program component or portfolio of complex international agreements involving supervision of staff.
- Demonstrated ability to plan, manage, and implement all aspects of the enabling environment, interoperability of systems and use of systems within complex, international development agreement programs.
- Full professional proficiency in English, with excellent oral and written communications skills required.
- Ability to interact professionally in French and/or Portuguese an advantage.
- Experience in building a shared strategic technical vision across multiple departments or teams that yielded demonstrated public health outcomes.
- Experience in establishing effective partnerships within and outside the organization.
Preferred Experience
- Experience in solution engineering and architecture utilizing digital health software tools in markets with.
- Knowledge of global health information standards, policies, guidelines, and compliance.
- Knowledge of data standards and related services, from collection to privacy to visualization, monitoring, and management.
- Experience in strengthening local technical capacity for LMIC stakeholders, expanding the ownership and leadership of interoperable ecosystems of choice in LMICs, where stakeholders have increased their understanding of and decision-making around technology architectural trade-offs.
- Security best practices from the developer perspective as well as from an implementation perspective to ensure safe and secure development, deployment, and operation of digital health platforms.
- Understanding of emerging applications of data science in digital health, especially in the context of LMICs.
