MSM Technology has an immediate need for an individual with a desire to work in our role as Senior Proposal Manager who can bring experience in large IDIQ/GWAC responses with multiple teammates and other RFX responses. The ideal candidate will be a self-starter, require minimal supervision, and will be able to complete self-scoring sheets and manage the deliverables required for large, complex IDIQ/GWAC responses, modify proposal boilerplate for technical, past performance, and management sections of RFX responses, lead proposal responses, coordinate the proposal work of others (SME's, Teammates, Consultants, etc.), and be able to lead a proposal effort to completion. This position requires an excellent work ethic, organizational, written and verbal communication skills.

The ideal candidate will possess demonstrated ability to work efficiently under conditions of multiple deadlines and changing priorities to create high-quality material.

The Senior Proposal Manager is responsible for proposal development (written, oral presentation, overall submission) from the receipt of RFX through post submission debrief - including the following tasks:

  • Read and analyze RFP's and prepares compliant response outlines, draft, format, and edit proposal content for readability, consistency, clarity, and to meet requirements.
  • Analyze the proposal requirements, create the color review schedule, compliance checklists/matrix and assignment/deadline checklists for all proposal volumes (price, technical, management, reps & certs, past performance.)
  • Write non-technical proposal sections to include intros, executive summaries, management approaches, quality plans, past performance, and customize resumes to address requirements.
  • Improve the readability and clarity of text by using active voice and concise language and minimizing jargon.
  • Maintain document configuration management and control.
  • Develop partner data calls and integrate data call information into proposal volumes as applicable.
  • Prepare kickoff decks and lead color reviews.
  • Create style sheets and acronym lists that are customized for each proposal effort.
  • Organize resources, both internally and externally (these include technical and management and past performance content contributors, staff recruiting, graphics specialists, contract administrator, pricing, etc.)
  • Coordinate tasking & schedule with partners and sub-contractors
  • Create, maintain, communicate and manage schedules to ensure a 100% on time, compliant submission record.
  • Resolve issues with originating authors or team members
  • Select, recommend, or create layouts, graphics, drawings, tables, exhibits, illustrations, charts, or storyboards to amplify or clarify the proposed solution.
  • Minimize style differences from multiple authors and contributors.
  • Demonstrate an outstanding level of commitment to each proposal effort.
  • Proven track record of collaborating in a team environment to get the job done under all circumstances.
  • Participate in special projects as required.
  • Contribute to ISO activities.
Requirements:
  • Bachelor’s degree in fields of: Computer/Engineering, Communications, English, Social Science, or technical discipline consistent with the aforementioned domains or relevant experience.
  • Must be a full U.S. Citizen.
  • Must possess a passion to win.
  • Must have experience leading large, complex IDIQ/GWAC responses with multiple teammates.
  • Must be self-starter with abilities to move quickly from project to project while dealing with stakeholders under minimal supervision.
  • Experience supporting a wide variety of solicitation size, complexity, and submission window.
  • Facilitate proposal reviews and make recommendations to ensure compliance and increase proposal scorability.
  • Proposal writing of non-technical sections.
  • Ability to integrate content from multiple authors into a single voice.
  • Knowledge of the FAR.
  • Minimum 8 years as a Proposal Manager responding to DoD and Federal Civilian solicitations.
  • Minimum of 8 years of Proposal writing and persuasive content development expertise.
  • Minimum 8 years Proposal Manager experience for the U.S. Federal Government IT industry.
  • Minimum 8 years understanding of the business development life cycle in federal, state and local, or commercial domains.
  • Expert 'power user' experience with MS Office Suite, (Word, Excel, Outlook, PowerPoint).
  • Expert at proposal development and formatting - Shipley Proposal Training (or similar).
  • Must be able to work independently and have the ability to wear "many hats" as is required in a small business work environment.
  • Must have the ability to work multiple priorities simultaneously.
  • Must have the ability to work outside of traditional hours and occasionally on weekends as required.

Preferred Qualifications and Skills:

  • ** Proposal management of DoD and Civilian IDIQs and RFX. **
  • APMP Membership and APMP Practitioner Level certification or higher is preferred.
  • Experience with governmental proposal development and processes is preferred, experience with leading proposals for Service Desk, Agile Software Development, Cyber Security, Cloud, and emerging technologies is a plus.
